    Board Committee
    Facilities & Technology Committee: August 23, 2011
    Background Information
In November 2010, San Leandro voters passed Measure M, a $50.1 million school facilities bond to address modernization and new construction throughout the District, including the renovation of the SLUSD Pacific Sports Complex and Burrell Field, renovation of the San Leandro High School Swim Center, a new track and field at John Muir Middle School and various other projects at all school sites throughout the District. In order to design facilities that will best serve the needs of our students, schools and the community, the District used the same successful Conceptual Design Team process that was used for the Measure B Bond Program. Two Conceptual Design Teams were formed: one for Pacific Sports Complex and Burrell Field and one for the San Leandro High School Swim Center. These two projects are considered high priority and are being ?fast-tracked.? The Conceptual Design Teams held four meetings in March-May, 2011 to identify programmatic and facility needs within the physical and budget constraints of Measure M and offer valuable input and feedback to the architects during the conceptual design phase. The conceptual design phase is estimated at 30% or approximately one third of the complete design process. Each Conceptual Design Team completed their work during the first week of May. Two important ?Must Have? items identified by the Conceptual Design Team was to increase the number of parking spaces, and incorporate Team Rooms in the sports complex. Team rooms were not in the original scope of work and not in the budget. After substantial discussion and compromise (willingness to give up maintenance storage space and/or reduce the number of restrooms), the architects evaluated the overall project to ensure that team rooms are part of the final design. On May 17, 2011, the Board approved the conceptual design and AEDIS began work on the schematic phase of the design. The design team further refined all elements of the project including locations of track and field events, restrooms, team rooms, etc. On July 14, 2011, the Measure B Steering Committee reviewed the schematic plans and offered some comments which were incorporated. On August 2, 2011, the Board of Education reviewed the schematic plans for the SLUSD Pacific Sports Complex and Burrell Field. During discussion, the Board agreed to have the Measure M Steering Committee and the Facilities & Technology Committee revisit the design with a focus on: Advertising and Sponsorship Opportunities Location and Size of Marquee Location of Concessions The architects incorporated input from the Board and addressed these issues in a meeting with the Measure M Steering Committee on August 10, 2011, and then presented it to the Board Facilities & Technology Committee on August 23, 2011. The final Schematic Design reflects the discussion of the above items.

    Background Information
The Primary Intervention Program (PIP) and Second Step Grants are awarded through the California Department of Mental Health. We have had PIP in all of our elementary schools for 3 years. This year we have an enhanced PIP grant which includes a parent component. In addition, this year we successfully procured the Second Step grant for a second year. It is a violence prevention program for students in grades K-3 focusing on empathy, problem solving skills, and anger management. Second Step is a curriculum widely used throughout the United States. These programs are in all of our elementary schools. A local mental health agency is a necessary component of these grants to assist in the group supervision of PIP Child Aides. In years past we used Davis Street as our local agency. However, the therapist working with SLUSD through Davis Street left the agency, so we propose to contract with Girls Inc., who has an excellent track record with services of this type.

    Quick Summary / Staff Recommendation
Approve the Memorandum of Understanding between San Leandro Unified School District and TeachBar Tutorial Services for San Leandro High School GEAR UP Program for the 2011-2012 School Year
    Background Information
GEAR UP Tutoring GEAR UP is building several programs for our GEAR UP 10th grade class to support struggling students. Many of our students have areas where their limited academic skills need to be addressed along with continued homework help. Last semester, GEAR UP students took advantage of TeachBar tutorial services and found it extremely helpful in providing high quality support. Data is still being complied on the effects of this program for the 2010-2011 school year, but the preliminary data clearly shows positive effects for students who participated in TeachBar versus students who did not. While TeachBar students decreased in the numbers of Ds and Fs that they received from first quarter to 4 th quarter math grades, non-TeachBar students increased in Ds and Fs in math from these same quarters. Students were able to make these positive gains in a very short amount of time; mid-March to mid-June. Hence, we believe that beginning in the Fall and working with students before they get behind will increase students' chances of receiving passing grades. TeachBar will implement a 4 day-a-week, 3 hour-a-day, tutoring and homework help program. They will provide six tutors Monday-Thursday from 3pm-6pm. During that time the tutors will: conduct assessments, provide one-on-one and small group tutoring, and teach mini-lessons. Students will be grouped with tutors by subject and classroom teacher at a 8:1 ratio. Approximately 150 students will be served each semester. Students will have an opportunity to get tutoring in two subjects per day. All 10 th grade students who received a C or below Spring Semester 2011 are eligible. Students in this program are those that need the additional time, space, and structure needed to improve their academic achievement. Those who sign-up for the program must agree to attend tutoring sessions two-days a week. Attendance will be monitored and parents contacted if needed. The academic tutors are college graduates or students currently enrolled in college programs. TeachBar employs tutors with subject matter competence who are trained to use a multitude of strategies to explain challenging concepts. As with all GEAR UP activities, data will be collected before, during and after the program to assess its effectiveness and the progress of students. PSAT Prep Program TeachBar in partnership with GEARUP has created a two-year PSAT/SAT Prep Program to increase the number of students who take and score high on the PSAT/SAT test, which will increase eligibility for a four-year college. This program will begin in January 2012 and consist of a performance review of the PSAT test and skill building/test prep workshops to fill students academic gaps as well as giving them a plan of study to prepare for the SAT test. This program will serve approximately 100 students. The cost for the services is $27.85/hour.

    Background Information
As part of the grant application for 21st Century ASSETs funding, SLUSD indicated that it would ?include partners with proven success at maintaining a high level of student engagement.? Coro Center for Civic Leadership has a proven track record in developing youth leadership with strong programs targeting youth. ?Coro's youth programs provide young people from diverse backgrounds with unique tools, knowledge and experiences that spark a life-long commitment to leadership.? (www.coro.org ) This marks the third year that CORO will serve SLHS students, and moves formally into the second phase of a highly evolved leadership development program 9th-12th graders. For the 09-10 school year, Coro was able to offer an intensive leadership program to SLHS students as an in-kind donation. In 10-11, as part of the ASSETs grant, Coro began offering it's multi-phase far-reaching program entitled ?Student Engagement and Leadership Development.? Highlights of the 10-11 year include: - recruitment and engagement of 35 new 9th-10th grade students - involved 180 students for Spring Youth In Action Program - culminating event that reached 150 attendees (students and staff) - accepted 5 SLHS rising 11th graders to participate in Exploring Leadership Summer Internship Program (a nationally recognized and highly competitive leadership opportunity for young people). The goal for the 11-12 year is to expand Coro's impact at SLHS by creating effective partnerships between students, school faculty and Coro staff, to design and deliver student led initiatives, to engage more of their peers in after-school academic enrichment and to make them aware of leadership opportunities. The goals for the 11-12 school year include: 1) Engage over 80 9-10th graders to become engaged SLHS students and leaders 2)Train 11th grade Coro Alumni to become effective facilitators and peer mentors 3)Work with students and staff to research and identify campus needs for improvement around access to Resources, Relationships and Recognition (what Coro refers to as "the 3 Rs"). 4) Help build stronger relationships between students, students and staff, staff and families, and SLHS and its surrounding community 5)Identify and secure additional resources and funding for future Coro/SLHS partership development (a key requirement of a sustainability plan for the ASSETs grant). The cost of this in-depth and highly reputable leadership and student engagement opportunity is $40,000. The hourly rate is $25/hour. Attached is a detailed budget outlining the costs.

As part of the grant application for 21st Century ASSETs funding, SLUSD indicated that it would ?include partners with proven success at maintaining a high level of student engagement.? In particular, the program plan included providing a team of academic tutors made up of students enrolled in college level tutor training programs. TeachBar?s employment of junior or senior college students with a 3.0 GPA or higher and with subject matter competence with a multitude of strategies to explain challenging concepts more than fits this program goal. Additionally, TeachBar has been recognized for its innovative tutoring center located at Bayfair Center Mall in San Leandro (see http://tchbr.com ) After proven success in the 10-11 school year providing tutoring services in the SLHS ASSETs Program, Lincoln began exploring the possibility of using TeachBar to provide tutoring to Lincoln students. Lincoln utilized college tutors for the past 1 1/2 years in the ASSETs program. This service was paid for either from the ASSETs grant or through site Supplemental Instruction funds. The comprehensive services offered by TeachBar, coupled with the growth of programs and services that now exist at the newly titled Lincoln Alternative Education Center, make it a prime opportunity to engage the services of TeachBar at this juncture. Funded from two funding streams, TeachBar will provide the following services at LAEC: 1) The Supplemental Instruction Program at Lincoln High School and Lighthouse will fund two tutors Tuesday through Thursday. One tutor will support the Gateway program from 1-3pm and the other tutor will support Lighthouse students from 1:30-3:30pm. Tutors will provide one-on-one tutoring and small group tutoring geared towards CAHSEE passage and credit completion. 2)The ASSETs Core Grant will fund a GED Prep program for the GATEWAY program. TeachBar will design and deliver a modular-based curriculum to assist students? passing of the test. This GED preparation curriculum will be taught to Gateway students who are on-track to receive an Adult School Option II high school diploma from San Leandro Adult School. 5-10 students will be served per class and 25-30 students are expected to be served throughout the school year. The AGENT will also provide case management to ensure that students follow through on registering for and taking the GED exam. The estimated cost of TeachBar?s services is $15,910. Supplemental Instruction will pay for $11,028;the ASSETs Core Grant will pay the remainder of $4,882. The cost for their services is $27.85/hour. The individualized curriculum development will cost $25/hour. The contract runs through June 2012.

    Background Information
As part of it's application for the 21st Century Supplemental ASSETs Grant for Family Literacy, the District indicated it would engage parents and empower them to actively participate in their child?s education. Teneh Weller's, High Expectations Parental Service, program has a strong record of parent engagement in the district. While other strategies to meet the goals of the ASSETs Family Literacy Supplemental Grant have been employed at Lincoln, the goal of successfully engaging parents and sustaining their investment in their child's education has yet to be fully achieved. High Expectations will work with the Lincoln ASSETS program to adapt the ?Parents for Success!? parent education series to address the specific needs of Lincoln school parents. The, ?Parents for Success!? program is currently offered to elementary school and SLHS parents. Careful adaptation of the program will target the unique populations of students served in the various alternative programs at Lincoln: ACE, Lighthouse, and Continuation programs. "Parents for Success" at Lincoln will be based on a year-long, ongoing cohort of 40 families from Lincoln High School, Lighthouse Independent Studies and the Alternative Contract Education (ACE) program. The program will offer parent leadership workshops and parent and student case management to parents/guardians of students attending any of the three LAEC programs. High Expectations staff will work with school administration, Lincoln staff and various SLUSD departments to carefully align the program with District standards and goals. The ?Parents for Success!? series will help parents understand how to ensure their child?s success in an alternative high school setting. Parents will understand the requirements for high school graduation and entrance into college, with a special focus on the needs of alternative education students, including community college programs, vocational training programs and transfer to four-year universities. The cost of the program is $20,600 and includes 10 hours of monthly case management and directly working with students and families.

    Background Information
As part of the grant application for 21st Century ASSETs funding, SLUSD indicated that it would ?include partners with proven success at maintaining a high level of student engagement.? Girls Inc. was part of our original Grant Application for the After School Safety and Enrichment for Teens ?Core Program. In the first two years of the grant, Girls Inc. successfully provided the HEART and ACT programs at San Leandro High School. They intend to continue to provide both programs for the 11-12 school year and will continue to serve as part of the SLHS ASSETs Collaborative model. Helping Everyone Achieve Respect Together (HEART) and Advocating Change Together (ACT) after-school programs provide health education and advocacy to girls enrolled in the ASSETs program. The ACT program consists of one two-hour meeting per week, immediately following school. HEART provides increasing leadership opportunities for girls the longer they are in the program with up to three years of participation possible. First year Peer Educators have one two-hour meeting a week. Second year Mentors meet 6 times/month for two hours; they also mentor the Peer Educators and provide them with additional trainings. The third year Interns work directly with program staff in leadership and career development roles for five hours/week. Girls in both the HEART and ACT programs receive stipends in line with best practices in youth development. Twenty students will participate each week across the two programs. Once trained, the girls have one-on-one conversations in their own informal social networks that reach over 650 teens annually. Additionally, Girls Inc. will provide, related to this work, services including family strengthening, family events, workshops, and sharing of community resources to access health and related youth and family services. These additions also meet the grant criteria for the supplemental ASSETs Family Literacy grant that SLUSD has received. Girls Inc. has been a long standing partner with SLUSD. They have provided numerous programs over many years that serve girls who attend SLUSD schools. In order to submit our grant application for 21st Century ASSETs funds we needed to show evidence of a collaborative of agencies. Girls Inc. has remained true to this collaborative process, bringing multiple staff to the table and continuing to work with the District to engage in long-range sustainability for after school and other community based endeavors. The cost of the program, continues to be $15,000 from the ASSETs Core grant.

Approve the Memorandum of Understanding (MOU) between San Leandro Unified School District and San Leandro Boys and Girls Club for Kindercare at Washington Elementary School for the 2011-2012 School Year.
    Background Information
Due to new requirements from the After School Education and Safety Program (ASES), the Boys and Girls Club who operates our ASES programs have not been able to serve Kindergarteners since the 2010-11 school year. To address this gap for Kindergarten families seeking after school care, the Boys and Girls Club was able to develop a ?stand alone? after school program called Kindercare for interested Kindergarten families as a fee for service. Washington School is proposing to utilize Kindercare, and thus it must meet the following program requirements: ? A dedicated classroom for the Kindercare program not attached to ASES programs ? Commitment to have 20 Kindergarteners minimum to make it cost effective; if fewer than 20 students attend, the program would be terminated unless parents wishing to remain in the program can provide the additional funds necessary to subsidize the program. Parents would be given at least one week notice prior to program termination. Conversely, if there are more than 25 students registered, additional staff would be hired.

    Background Information
Governmental Accounting Standards Board (GASB) Statement No. 45 requires state and local governments including school districts to account for and report Other Post Employment Benefits (OPEBs). OPEBs refer to benefits other than pension benefits. For a district the size of San Leandro the phase in period was fiscal year 2008-09. The required implementation period is based on annual revenues and this phase covers annual revenues from $10 million to $100 million. The District implemented GASB 45 in fiscal year 2008-09. Every two years, the District should do another actuarial study to ensure that the annual required contribution (ARC) is in line with the District?s financial projections. Part of the actuarial report is to calculate the District?s ARC. The ARC is the sum of the normal cost for the year (the present value of future benefits being earned by current employees) plus amortization of the unfunded actuarial accrued liability (benefits already earned by current and former employees but not yet provided for). The District sent out a request-for-proposals (RFP) for actuarial services on August 24, 2011. One proposal was received and it was from Van Iwaarden. Staff did a reference check on Van Iwaarden and was positive. Therefore, staff recommends the approval of the contract proposal from Van Iwaarden to perform an actuarial study.

    Board Committee
Facilities and Technology Committee: August 23, 2011
    Background Information
The Board previously approved the construction contract with D & D Pipelines, Inc. on June 7, 2011. The scope of this construction contract: Expand the Lincoln High School site by capturing a portion of the property at the rear of the Maintenance Department?s facility at 1145 Aladdin Ave. Install two portable classroom (PCR) buildings with all required utility connections and fencing on the expansion footprint. The two portables were designated surplus as a result of eliminating them from San Leandro High School during the Open Space project. The portables have been stored at the Maintenance Facility since last summer when they were transported from the San Leandro High School site. Subsequently on August 2, 2011 the Board approved CO #1 in the amount of $13,800. This CO #2 in the amount of $44,625 is a 19.6% increase to the prior construction contract amount of $227,800. This project has been on an accelerated planning and construction delivery schedule in order to house the ACE program at the start of the school year on August 24, 2011. To meet this timeline, installation of the portable classrooms had to start in June 2011 prior to the District having completed the hazardous materials report on the maintenance storage building. The abatement and demolition scope and budget were still being developed at bid time and could not be included in the original bid package. As it was necessary to perform hazardous material removals and abatement and demolition of the old storage structures behind the maintenance department and adjacent to the expanded Lincoln HS campus during the short summer break when students were not on campus, the hazardous abatement scope was identified and issued for change order pricing to the general contractor. CO #2 Summary Item No. Days Amount 2.1 Description: Abatement and demolition of Storage Building #4 was removed from Contractor?s scope per Addendum #1 during the bid period allowing time for District to complete the Hazardous Materials Report. Background Information
Professional Governance Standards as adopted by the California School Boards Association (CBSA) are used by local governing boards to help increase board effectiveness and raise public awareness of the role of governing boards. It is common for boards to complete a self-evaluation survey as one way to assess their effectiveness and to identify areas of growth and next steps. One component on the self-evaluation survey is Governance Responsibilities which includes: Setting Direction, Establishing Structure, Providing Support, Ensuring Accountability, and Community Leadership. A second component on the survey is Effective Board Operations which includes: Board Unity, Board Role, Board Culture, Board Structure, Preparing for Meetings, Conducting Meetings, and Managing Transitions. The San Leandro Board of Education, in keeping CSBA recommended effective governance structures, completed the survey and will review and discuss the survey summary. The summary information will be used to identify areas of strength and areas of growth for the Board as a whole for the 2011-2012 school year. The Self-Evaluation Survey is attached.

  84. 23.2 Draft 2011-2012 District Goals
    To
    Board of Education
    Minutes
Superintendent Cathey presented a draft of the 2011-12 District goals. She explained that on an annual basis the Board of Education discuss their priorities and the needs of the District around which they establish District goals for the current school year. In 2010-2011, the Board identified five major areas of focus. For 2011-2012, she was recommending that the Board maintain these five overarching goals as the District goals and add Goal #6: Board Governance. Those areas included: Educate the Whole Child: Ensuring the academic, physical, social and emotional well-being of every student Ensure the Financial Stability and Efficiency of the District Provide Effective and Timely Communication and Community Engagement Human Resources: Recruit and Support Outstanding Employees Ensure Safe and Well Maintained Facilities Board Governance In addition, the Superintendent reminded that, in keeping with the theme of the District for 2011-2012, "Learn, Lead and Reflect - Keys to Transformation , she was suggesting that the Guiding Principals remain the same, that we 1) Be bold and innovative in its thinking, 2) Ensure all students are college and career ready, 3) Maintain a focus on equity and closing the achievement gaps, 4) Hold ourselves accountable for improved student learning, and 5) Provide learning environments that are free from all forms of harassment. Initial comments and feedback from the Board included: Goal #1 - We need to consider the "adult school student" Goal #5 - Implement a preventive maintenance plan of all District facilities such as regular equipment checks As we consider a Parcel Tax for 2012, have the Advocacy Committee consider how the District's test scores may effect passage It does not seem realistic to assume that all students should go to college, and that it doesn?t define success. It was suggested and agreed by the Board to consider "college and/or career ready" in bullet #2 under the Guiding Principals Where does it define and what does it mean to be a responsible citizen This item will be brought back to the September 20 Board meeting. The Superintendent asked that once the Board has had a chance to review the material, they e-mail their ideas, suggestions, etc. to her and she will compile the information. It was her hope that the goals would be approved at that meeting so they can be placed on the website and disbursed throughout the District as soon as possible.

    Policy / Code
    Board Bylaw BB 9000
    Background Information
On an annual basis the Board of Education discusses their priorities and the needs of the District around which they establish District goals for the current school year. For the 2010-2011 school year, the Board identified five major areas of focus; Those areas included: 1. Educate the Whole Child: Ensuring the academic, physical, social and emotional well-being of every student emotional 2. Financial Stability: Ensure the fiscal solvency of the District 3. Communication and Community Engagement: Ensure ease of access to accurate and timely information 4. Human Resources: Attract and retain high quality teachers, administrators, and classified staff 5. Ensure Safe and Well Maintained Facilities: Maintain and improve our existing facilities It is recommended that the Board maintain these same five overarching goals as the District goals for the 2011-2012 school year and add Goal #6: Board Governance. For each overarching goal, there are subgoals which further delineate the areas of focus and provide direction to staff. The Board will further discuss, refine and possibly adopt the goals for implementation during the 2011-2012 school year. Upon adoption, the Superintendent along with staff will identify specific action steps, with measurable outcomes, to be implemented throughout the school year. These action steps will support the Superintendent and staff in meeting the Board goals and priorities. The draft 2011-2012 District goals and sub-goals will be available at the meeting.
