  16. 4.1 Roosevelt Elementary School Highlights Mills Scholars Program
    Minutes
Roosevelt School staff is proud of the achievement outcomes their students have experienced in great part through their work with the Mills Scholars Program for the past three years. Now in its fourth year, teachers Wendy Papciak, Kenny Moy, Cynthia Epps and Mills Scholar Coordinator Claire Bove shared the history of Mills Scholars, the work in conjunction with the District Professional Learning Communities (PLCs), and the impact of this work by our teachers for our students. Ms. Bove explained that the Mills Scholars Program supports teachers' professional development through facilitating teacher-led investigations of teaching and learning. Through collaboration and inquiry, Mills Teachers Scholars have an opportunity to reflect upon their work, share the best practices, and implement changes in their teaching based on these observations and discussions. Principal Forrester explained that four years ago, she was approached to considering piloting this program at her school and accepted the challenge, stating that "Since its inception, all but two of our teachers have participated in the Mills Teachers Scholars Program. Every subgroup has made double digit gains." Teacher Wendy Papciak appreciates that the program helps teachers feel connected, less isolated, in their work, and how it supports her TARI and Studio Habits of the Mind work. Teacher Kenny Moy echoed this, by saying the program "gives teachers extended time to sit down and talk about issues that are affecting students and classrooms." Teacher Cynthia Epps said that the program is "teacher-led, teacher inspired" which leads to its great success. The Board thanked Roosevelt staff for their participation and Principal Forrester for her leadership, time and effort and for accepting the challenge four year ago to run a pilot program of Mills Scholars at Roosevelt.

  21. 6.3 Pacific Sports Complex and Burrell Field: A) Potential Electronic Billboard; B) Use and Access Options
    Minutes
The Board received a two part presentation from Song Chin-Bendib, Assistant Superintendent, Business & Operations; and C.John Dominguez, Bond Director , on the Measure M SLUSD Pacific Sports Complex and Burrell Field project. Part A) Potential Electronic Billboard : As part of our efforts to generate revenue to support the Pacific Sports Complex and Burrell Field, one of the major new construction projects funded by Measure M, the Board of Education is exploring various revenue generating options. One option to be explored is the potential of installing, or allowing the installation, of an electronic, digital billboard. Given the proximity of Interstate 880, an electronic billboard would have high visibility which makes it an attractive venue for advertising. The Board discussed and explored the feasibility of such a project. Comments and suggestions posed by the Board included: Advertising would not be geared to students and/or patrons of the fields; but rather to commuters on the freeway There is no cost for installation, power, etc. to the District The District would be looking at a lease agreement and then receive a stream of income This is an excellent way to get a revenue stream which could offset maintenance and operations at Burrell Field What is a reasonable income stream from signs on freeways? The District needs to monitor the content of the advertising Would like the policy committee to revisit our Advertising and Promotion policy before the Board decides to move ahead Imperative that we look at ways to offset our maintenance and operations expense but also establish a sinking fund for replacement of various areas of the facility, and possibly reinvest some of the money back into the sports programs Be aware of the competition between the other billboards located at the same site Joint occupancy means that the District owns the land and the vendor owns the sign Part B). Use and Access Options : Assistant Superintendent Song Chin-Bendib and C. John Dominquez also presented the Board with information summarizing the joint work between the City and District staff regarding the new Pacific Sports Complex and Burrell Field, including scenarios related to access and use options of the new Pacific Sports Complex. The presentation summarized aproximately thirty (30) years the City/District has had a partnership with regards to Pac 1 & 2 Ball Fields and the tennis courts. This property, owned by the District, has been used by the City rent-free with the City assuming the maintenance and operations, including scheduling for use. The cost for maintaining and operating the facilities is estimated to increase.

Facility & Technology Committee Meeting January 30, 2013
    Background Information
The Pacific Sports Complex and Burrell Field project was one of the marquee projects of the Measure M bond approved by the voters in 2010. Prior to the start of the construction for the complex, the District formed the Conceptual Design Team consisting of the District staff, community members, and City staff as well as specialists such as architects. The purpose of the Conceptual Design Team was to identify current and future use of the sports complex and provide input regarding the details of the design. The District also met with the Technical Advisory Group (TAG) comprised of City and District staff. The purpose of this committee was to bring functional experts such as traffic engineering, public works, and parks and recreation staff together to jointly share best ideas, review proposed designs to ensure that there was no interference, but rather enhancements to existing features of the complex. This group also addressed access and use options. Additionally, the City/District Liaison Committee met on May 17, 2012, to receive a presentation regarding six proposed scenarios along with the costs associated with each scenario. The Board will discuss and review the various scenarios and provide direction to staff on how best to proceed.

    Background Information
Each year, the month of February is proclaimed Black History Month to raise awareness and honor the contributions and accomplishments that African Americans have made to our history and culture. This year's theme, "At the Crossroads of Freedom and Equality: The Emancipation Proclamation and The March on Washington", honors the efforts of people of African descent to eliminate slavery and inaugurate universal freedom in the United States. The theme, chosen by the Association for the Study of African American Life and History, urges all Americans to study and reflect on the value of African American contributions to the nation. We have encouraged all school sites to prepare and present activities describing the countless ways African Americans have contributed to our nation and our society. Teacher-developed materials, activities, and professionally prepared materials are used with our K-12 students throughout the year with special emphasis during Black History Month.

    Quick Summary / Staff Recommendation
Approve the Addendum to the Memorandum of Understanding between the San Leandro Unified School District and TeachBar Tutorial Services for the Remainder of the 2012-2013 School Year at San Leandro High School for the ASSETS Program.
    Policy / Code
    Board Policy 5123 Promotion/Acceleration/Intervention/Retention
    Background Information
On September 11, 2012, an MOU between the District and TeachBar Tutorial Services was approved by the Board to provide academic tutorial services through January 31, 2013. The MOU was not entered into for the full year because District Administrative Staff wanted to ensure that attendance and academic goals and targets were met before recommending the MOU be extended through June 2013. District staff are satisfied that all goals have been met for the first half and would like to extend the MOU through June 30, 2013. Evidence for the District's confidence in TeachBar's tutorial services thus far in the SLHS ASSETS (After School Safety and Education for Teens) Program is described below: As part of San Leandro High's after school program, TeachBar provides three tutors which serve on average 21-30 students per day and 70 unique students per week as approximately 60% of the students are repeat visitors. TeachBar covers all science and math topics supporting Geometry, Algebra 2, Pre-Calculus/Calculus and Chemistry the most. The majority of tutor-student interactions range between 18-23 minutes. In addition, tutors perform quick check-ins with most students in the library to answer questions, promote services and build rapport. Students understand and benefit from TeachBar tutors stating, "I come to the library to meet with you because then I know that I will understand the material and pass my class." This high value for repeat student contacts as well as the personal relationships that TeachBar tutors have built with many individual students demonstrates the need for their ongoing services in the library after school program. The library is the mainstay of the After School Program, made possible by the 21st Century ASSETS Federal Grant that the district receives. Now, in the fourth year of a five year grant cycle, the program has enabled our District to transform the library in the after school environment, creating a foundation for student academic success where TeachBar tutors contribute support along with SLHS teachers. The Addendum to the MOU will provide one tutor/two hours/day and two tutors/three hours/day. The cost for services is $27.85/hour. The estimated cost through June 2013 is $16,933.

    Background Information
In November 2010, San Leandro voters passed Measure M, a $50.1 million school facilities bond that is addressing aging and deteriorating health and safety issues through modernization and new construction throughout the District, including the San Leandro Unified School District Pacific Sports Complex and Burrell Field, the renovation of a new track and field at John Muir Middle School, projects at all school sites throughout the District, and the replacement of the existing obsolete swim center, track and fields located on the San Leandro High School campus with new facilities that meet current standards and program needs. Replacement of the existing swim center, track and field displaced our sports teams and necessitated finding alternative athletic fields and facilities. Approve bond contracts on the attached spreadsheet which are for amounts $15,000 or less for fiscal year 2012-2013.
    Background Information
Approval of bond contracts for small amounts comes up each fiscal year as a discussion item. Assistant Superintendent of Business and Operations has researched with three separate legal counsels regarding the process to approve professional consultant contracts in general, and especially in relation to the size of the contract. Each of these legal counsels has advised that the District formally present any contract for professional services to the Board for approval regardless of the amount. A contract is in place when it has an ?offer?, ?term(s)?, and ?acceptance?. Using the programmer of Accountability (construction software), staff developed an appropriate format for construction related service contracts under $15,000, which is the standard threshold for construction related services. This was approved by the Board of Education on October 16, 2012. Attached is the ?Summary Spreadsheet for Bond Contracts $15,000 or Less.? The spreadsheet will be provided to the Board at every board meeting, if there are any contracts falling under this category. Detailed contract information or cover pages will not be part of subsequent Board Packets, but will be available for questions or inspection upon request.

Finance Committee meeting, January 31, 2013
    Background Information
At the Board meeting on January 29, 2013, Assistant Superintendent Song Chin-Bendib, provided the Board with the key components of the Governor's 2013-2014 proposed budget. Of particular note, the presentation included the good news that mid-year cuts would not be needed due to the passage of Proposition 30 and a better-than-expected state fiscal picture. The presentation also included: how California lags significantly behind the nation in per pupil spending, Proposition 98 minimum funding guarantee, and the Local Control Funding Formula (LCFF). The LCFF is the Governor's effort to make sweeping changes to California's school finance system. The LCFF proposes replacing the revenue limit and most categorical programs into the funding formula and allowing flexible use of the funds for any educational programs. There are more than 24 Categorical Programs that would be included in the LCFF some of which are: Economic Impact Aid (EIA), ROP, Adult Education, Instructional Materials Fund, Partnership Academies, to name a few). There is much work to be done at the state level to bring clarity to the LCFF and the fiscal impact to local school districts. At this point, the impact of the LCFF is not known. Districts will develop their 2013-2014 budgets based upon direction from the County Office of Education. In preparation for budget development for the 2013-2014 school year and two subsequent years, the Finance Committee met on January 31 to review the District's current budget situation, discuss the impact of the budget news, and to determine recommended next steps. From the discussion of the committee, chaired by Trustee Lance James, it is clear that the committee favors doing all that can be done to avoid employee layoffs. The recommendations of the committee including a process to seek community input regarding program priorities and a budget development timeline will be presented to the full Board for discussion. The draft timeline is attached.

Robin Michel, Communications Outreach Specialist, Measure B, explained that staff was recommending that the Board approve the location of the donor wall which will be placed at the south entrance into the theater lobby, relocating the glass case that is currently there. It was also noted that the proposed design would include a Lucite or Plexiglass frame mounted to the wall with an imprinted linen insert that would provide the best flexibility allowing for annual updating at a modest cost, and fall within the budgeted amount (approximately $3,000) that is currently in the Arts Education Center budget as seed money to fund the donor wall.

    Quick Summary / Staff Recommendation
Approve the proposed type of donor wall and location for the Arts Education Center.
    Board Committee
Facilities and Technology Committee: January 23, 2013
    Background Information
In November 2006, San Leandro voters passed Measure B, a $109 million school facilities bond that is providing new construction to address overcrowding at San Leandro High School and modernization projects at all school sites throughout the San Leandro Unified School District. Two of the major new construction projects funded by Measure B is the District Parking Lot at San Leandro High School (formerly the PG&E lot) and the Arts Education Center (AEC) at San Leandro High School. The AEC, which was built where the old SLHS parking lot once existed, includes a 552-seat theater for school and community use. During negotiations for the PG&E lot, it was agreed that the District would recognize the utility company with a plaque at the $50,000 donation level. In order to recognize PG&E in a timely manner, a bronze plaque approved by the Board of Education and PG&E (with no monetary amount listed) was installed in the theater lobby in January 2011. However, in an ongoing effort to develop a donor wall that could potentially create revenue for the Arts Education Center, the Facilities & Technology Committee has discussed this project at four different meetings: July 11, 2012; August 18, 2012; September 19, 2012; and January 23, 2013. At some of these meetings, various stakeholders have been in attendance, including SLED President Deborah Cox, Friends of the Theater President Jeni Engler, AEC Facilities Supervisor Dustin Brown and AEC Consultant Diane Dragone. At these meetings, staff and the F&T Committee have discussed and considered the following: 1. Donor wall location 2. Purpose of wall, who to recognize & donor levels 3. Should the display promote other programs within the facility/District? 4. Could the display be used as a tool to move donors to a higher level of giving? 5. Could the District use this display to cultivate major gifts in the future? 6. Design & timeline 7. Cost (donor walls can run $3,000 - $50,000 ) Currently, we have approximately $3,000 in the AEC budget as seed money to fund the donor wall. Staff recognizes the potential to develop a giving campaign that would result in sponsorships for the wall. For example, if we successfully identified three to five top donors, at various levels (such as: 3 sponsors x $10,000 = $30,000, or 5 sponsors x $5,000 = $25,000, etc.) the sponsorships could cover the cost of the wall and installation, and provide some revenue. However, the District needs to close out the Arts Education Center Project as soon as possible. Developing a campaign (i.e. Annual Giving, Capital Campaign, Cumulative Giving, Ongoing, Endowment, etc.) and securing sponsorships takes time and resources we do not have. Staff now recommends that we use the budgeted amount to create a donor wall that could be easily updated on an annual or biannual basis, as needed. This display would allow flexibility for development of a campaign, should a campaign be desired in the future. A proposed design would include a Lucite or plexiglass frame mounted to the wall with an imprinted linen insert that would provide the best flexibility allowing for annual updating at a modest cost ($300-$400), and fall within the budgeted amount (approximately $3,000 estimate). The recommended location is on the wall by the south entrance into the theater lobby (closer to the doors opposite the Career Technical Education Center).
