    Quick Summary / Abstract
Members of the audience who wish to address the Board are asked to complete the yellow card available at the entrance and submit it to the Board's Administrative Assistant. Speakers who have completed the card will be called when the item is reached on the agenda or, for non-agenda items, during the Public Testimony. Cards are to be turned in before the item is reached on the agenda. Please note that the meeting is being recorded. State law prohibits the Board of Education from taking any action on or discussing items that are not on the posted agenda except to A) briefly respond to statements made or questions posed by the public in attendance; B) ask questions for clarification; C) provide a reference to a staff member or other resource for factual information in response to the inquiry; or D) ask a staff member to report back on the matter at the next meeting and/or put it on a future agenda. (Government Code 54954.2(a)).
  13. F PUBLIC TESTIMONY ON NON-AGENDA ITEMS
    Minutes
Jerry Heverly addressed the Board and the audience explaining why the Board should vote against implementing a proposed new software program called Gaggle. He feels Gaggle risks real harm to our students' intellectual growth and goes too far about the filtering which allows the district to actually "snoop" on every student and employee in the district to the point of intrusion. He feels there is no real need for this software as our current technology allows for all necessary monitoring, and therefore is a waste of district funds. Mike Katz-Lacabe spoke on Gang Resistance Education and Training program (G.R.E.A.T.), which was pulled from the agenda. He stated that although the program is of no cost to the district, it doesn't mean there is no impact to the district and to the students. This program takes away from class curriculum and that police officers will be teaching things that should be taught by trained professionals. Also, he does not feel it is in the best interest to have police officers roaming around the school grounds. He feels there are a lot of issues that remain to be resolved. He would like to see more public discussion of this issue before it goes to the Board.
  14. G RECREATION & PARKS COMMISSION REPORT
  15. H PRESENTATIONS
  16. H.1 Presentation on the Elementary Component of the G.R.E.A.T. (Gang Resistance Education And Training) Program
    Minutes

    Quick Summary / Abstract
In alignment with the District's strategic action plan Goal #4 (School Safety, Health and Wellness) and our Positive Behavior Intervention Support (PBIS) initiative, the District in partnership with the San Leandro Police Department will be implementing the G.R.E.A.T. program this year with our fifth grade students. The G.R.E.A.T. Elementary School Component consists of a competency-based life skills curriculum for fifth grade elementary students. The design of the elementary component aims to establish the foundation for the development of a positive bond between law enforcement and youth. The goal of this component is to prevent youth violence while developing positive relationships between criminal justice professionals and youth during their early developmental years within their community. The curriculum consists of six 30- to 45-minute lessons designed to be taught in sequence. Each lesson is accompanied by a family letter that the student takes home explaining the lesson and encouraging parent/student interaction. The curriculum consists of the following lessons: G.R.E.A.T. Beginnings Lesson Goal: Students will identify facts about the G.R.E.A.T. Program and various aspects about violence and prevention. To Do or Not to Do Lesson Goal: Students will demonstrate decision-making skills and identify to whom they can talk if they need help making decisions. Loud and Clear Lesson Goal: Students will demonstrate effective communication skills. Staying Cool When the Heat Is On Lesson Goal: Students will practice controlling anger and develop strategies to manage their anger. We're All in This Together Lesson Goal: Students will identify individual and group differences and discuss respecting others. G.R.E.A.T. Days Ahead Lesson Goal: Students will identify ways of being a G.R.E.A.T. citizen.

    Quick Summary / Abstract
The Director of Student Services, Special Education and Community Wellness and members of the Special Education Task Force will present the components of the Special Education Strategic Plan that was developed through a year-long process in 2014-2015. The plan outlines a broad framework in which to ensure best programming for our Special Education students, all staff and families. This framework will be implemented during the current school year and addresses the recommendations of both the FCMAT report and the Task Force. The District will follow up with a steering committee that will guide and assess the Strategic Plan.
  18. I PUBLIC HEARING
  19. J REPORTS
  20. J.1 Correspondence
    Minutes
Trustee Rosato stated that he had one item. It was from Anita Waldron regarding the renaming of the Health and Wellness Center.
  21. J.2 Student Board Member Report
    Minutes
Student Board Member, Mason Medeiros, stated that the main issue so far was orientation was very crowded because many students did not get their schedules in time before the first bell rang. He would like to see our district find a way to get student schedules more organized so students would have them sooner and then be able to work out any last minute problems sooner and easier. Homecoming is soon. Classes are working on their mural, skits and floats this year. And students are dealing with the heat.
  22. J.3 Union Representative Reports
    Minutes
Jon Sherr, SLTA representative, stated that the heat lately has been a big issue for teachers and students and he thanked Dr. McLaughlin for understanding that and for doing what he can to get fans and water to the schools trying to help the situation. He stated that the extreme heat can even become a safety issue. It really builds after lunch and suggested that the Board look at having minimum days to avoid the extreme afternoon heat in the classrooms. Mr. Sherr discussed the new model for our resource kids. He felt resource students have been underserved under the previous model for a long time and there was an extra teacher put in the classroom. So it's not the effort of the plan that is a concern, but rather the implementation. He is concerned with lack of training, lack of collaboration time, and size of clusters of kids that end up in English or Math classes. He is looking forward to working with the district and putting together a model that works for everybody; that really serves our kids and gets our folks trained and feeling supported. Mr. Sherr stated they did have a meeting with resource teachers. They had a good turnout and also some email responses and everyone thought it was a worthwhile endeavor. They just want to be sure about the implementation.
  23. J.4 Cabinet Reports
  24. J.4.a Superintendent
    Minutes
Dr. McLaughlin stated that this afternoon they attended a soft opening of the Health and Wellness Center. Next week will be the Grand Opening. The district will be holding another Facilities Tour on September 15. Regarding the heat, Dr. McLaughlin stated that they have been monitoring this closely. The district has been supplying fans and water. Some of the hottest wings have been identified and we'll be dropping portable air conditioners tomorrow. The district is trying to monitor the situation and keeping in touch with other districts to see how they will be handling the situation. Dr. McLaughlin stated that the 4th grader from Washington Elementary that was hit by a car yesterday morning is out of surgery. Two other students were also hit on E. 14th Street. This has become an issue every year. The district will start conversations with the City and as many agencies as we can to see how we can get the word out and limit these accidents. People need to "slow down" and watch the crosswalks. These students were in the crosswalks and on their turn on the lights. Dr. McLaughlin thanked the police for the way they handled the situation at Washington and for going over there to talk to the students. September 22 will be our first meeting of celebrating schools. We will be handing out diplomas to students that did not receive them because of the CAHSEE halt. There will be a presentation from SLED and five elementary schools: Garfield, Madison, Monroe, Wilson, and Muir. It will be exciting to get the Health and Wellness Center opened. It's been a long project. Seeing the students' faces today makes it worth it.
  25. J.4.b Deputy Superintendent, Educational Services
    Minutes
Dr. Mucetti stated there is a lot going on in Educational Services Division as usual. Student Services and settling our classes. With Centralized Enrollment we have been able to minimize some of the moving of families to settle those classes. The embargo for the CASSP results was lifted this morning around school district performance on the first formal SBAC test that we administered last spring. We will share with the Board in October an in-depth presentation on our performance. Dr. Mucetti highlighted that our 11th grade students at the high school exceeded the state average performance in English Language Arts. The state was 44% and at San Leandro High School 53% of students met or exceeded standards. Dr. Mucetti stated that she feels the district now has a very cohesive professional development plan. There has been a big transformation over the last couple of years. A big effort has been made in redesigning the staff development days. The next one for this year will be October 2. Dr. Mucetti commended the San Leandro High School administrative team for alerting the district to the equity issue regarding all 10th graders being able to take the PSAT. The district will fund this contract so that all 10th graders at SLHS are able to take the PSAT some time in October.
  26. J.4.c Assistant Superintendent, Human Resources
    Minutes
Dr. Thompson stated that September is the busiest month in the HR Department. 41. M.2.a Approval of CUPCCAA Contract #15-23 with Diamond Painting Co. KK for the Exterior Painting at Jefferson Elementary School Project Passed

    Recommended motion

Approve the CUPCCAA Contract in the amount of $35,859 with Diamond Painting Co. KK for the Exterior Painting at Jefferson ES Project.

    Rationale
Measure M, the $50.1 million school facilities bond approved by San Leandro voters in November of 2010 is providing new construction and modernization projects at all athletic facilities and exteriors throughout the San Leandro Unified School District. The original project list has been funded, as well as several additional projects made possible through savings. One of the Measure M Savings projects is the Exterior Painting Project at Bancroft MS, first recommended to the Board of Education on April 21, 2015 with a $500,000 budget. Subsequently on June 23, the Board made a decision to affect curb appeal at more sites and altered the project to include allocation of the $500,000 budget to 6 additional sites. Savings from the additional 6 sites created budget to fund exterior painting at Jefferson ES On May 20, 2014, the Board adopted Resolution No. 14-24 to become subject to the Public Contract Code section 22000 et seq., and the California Uniform Public Construction Cost Accounting Act. The Act establishes a uniform cost accounting standard and allows for an alternate method for bidding of public works projects (“informal bidding”) by local public agencies. Benefits of becoming subject to uniform public construction cost accounting procedures pursuant to the Act include informal bidding procedures, greater leeway in the execution of public works projects, a streamlined awards process, improved timelines of project completion, and simplified administration. Under the Act, 1. No bids are required for projects of $45,000 or less Employees may be used for the projects Allows for negotiated contracts Purchase Orders may be used 2. Informal bids may be used for projects of $175,000 or less Contractors must be prequalified, with the list annually update by each November 3. Formal bidding procedures are required on projects of more than $175,000 Since the estimate for this project was less than $45,000, the CUPCCAA informal bidding procedures were not required. Staff solicited and received quotes from three contractors on the approved CUPCCAA Contractor list. Diamond Painting Co. KK, an SLUSD approved CUPCCAA Contractor, was awarded the Contract based on their negotiated Proposal amount of $35,859. The work is scheduled to begin on August 26 with a completion date of September 10. Staff recommends approval of the CUPCCAA Contract with Diamond Painting Co. KK in the amount of $35,859 for the Exterior Painting at Jefferson ES Project, funded through Measure M Savings
    Financial Impact
The costs of the approved Measure M projects are funded from the November 2010 Measure M Bond and Bond Savings.

However, based on prior years' district experience, the staff feels that three vendors are not sufficient to meet the demands of all District requests. As a result, in consultation with the District legal counsel, staff requested other companies to submit contracts to provide transportation services. During this interim period, staff has received contracts from other additional companies, including Michael’s Transportation, American Stage Tours, Delta Charter, and D. Harris Tours Inc. All of these vendors have met our requirements. We would like them to be added to our approval list. Staff recommends approving these companies to provide transportation services to San Leandro Unified School District. Depending on the needs (distance, time of day, time of the year, etc) of each school site, the site administration has the flexibility of negotiating an appropriate transportation service from this approved list of busing companies.
    Minutes
Trustee Rosato asked if there was a way to use other buses to provide transportation, such as buses through Parks and Recreation or County/State organizations where they take students on field trips. Superintendent McLaughlin explained that it's very difficult because there is a vetting procedure to keep control of safety and other issues. Districts are getting out of the transportation business these days due to many factors, so it is getting hard to find good companies that have enough qualified drivers. The District has been working with CHP and now using a checklist to be sure the bus companies are meeting all requirements and are safe to use. President Prola asked if the buses have seat belts. Superintendent McLaughlin stated that the newer busses are required to have seat belts but not the older ones. President Prola also asked if the district had considered checking with San Lorenzo District about renting their buses for field trips. Superintendent McLaughlin stated he has been thinking about that but has not contacted them yet.

  73. N.4.i Purchase of Districtwide Landline Phone System Passed 📎 5

    Recommended motion

Staff recommends that the SLUSD Board of Education approve the contract between SLUSD and AMS.Net to upgrade our existing phones.

    Rationale
The server and software that our District landline phones and 911 system are running on are well past their lifespan. The phones cannot be backed-up and the district cannot obtain technical support. If the server or software crashes, it will result in significant downtime for our phones and 911 system. Staff recommends that our phone software and all of our voice routers be replaced. The district will save significant money by continuing to use our existing handsets and by installing our new phone system on the servers that we purchased last year. This purchase will allow us to back up our phone server both locally and offsite. Staff recommends that AMS be awarded this contract. The County of Merced Focus Contract will be used as the procurement vehicle. The implementation process is anticipated to start July 1, 2015 and be fully implemented by June 30, 2018.

    Rationale
The Educational Services Department requests approval of the Special Education Strategic Plan, effective July 1, 2015. The Strategic Plan was designed over a ten month period to redefine the program service delivery model for students with special needs in San Leandro USD. The development of the Strategic Plan was a recommendation of the FCMAT report presented to the School Board on April 22, 2014. The strategies and actions identified in the Strategic Plan directly address the FMCAT recommendations. The Strategic Plan includes five chapters focusing on key aspects of a high quality special education program including Intervention and Identification, Service Delivery, Support Systems, Communication, Leadership and Efficacy. Over twenty members of the Special Education Taskforce worked collaboratively to develop the plan with facilitation support from Strategic Consultation for Schools. Speaker

The community provided name suggestions, which were considered by a Citizens Advisory Committee and a recommendation made to the board. The recommendation is as follows: Barbara Lee Center for Health & Wellness.
