  42. K.3.c Memorandum of Understanding Between SRI International and San Leandro Unified School District on Google Expeditions Research Project Passed 📎 1

    Recommended motion

    Staff recommends approval of MOU.

    Rationale
This memorandum of understanding supports a research opportunity with SRI International Center for Technology in Learning and Bancroft Middle School on a Google Expeditions research project. SRI's Center for Technology in Learning (CTL) improves student learning, enhances teaching effectiveness, develops meaningful assessments, and evaluates program impacts in preschool, K–12 schools, community colleges, and informal settings such as museums. CTL has exceptional capabilities for developing and studying highly innovative teaching and learning approaches that use advanced technology in the areas of science, technology, engineering, and math (STEM); reading and writing; and 21st century skills. The proposed research project will explore the effectiveness of using Google Expeditions in an 8 th grade science lesson. Google Expeditions enable teachers to bring students on virtual trips to places like museums, underwater, and outer space. Expeditions are collections of linked virtual reality (VR) content and supporting materials that can be used alongside existing curriculum. These trips are collections of virtual reality panoramas — 360° panoramas and 3D images — annotated with details, points of interest, and questions that make them easy to integrate into curriculum already used in schools. The goal of this project is to understand the impact (if any) of the virtual reality technology enhancements on the science lesson.

  46. L.1.b Adoption of the San Leandro Unified School District 2017-2020 Strategic Plan Passed 📎 1

    Recommended motion

Staff recommends that the board of education adopt the draft of the 2017-2018 strategic plan. On April 6th, 2017, the Communications Committee reviewed the plan and recommended the plan for approval at the April 11th board meeting.

    Rationale
The San Leandro Unified School District will adopt its next strategic plan that will guide the organization 2017-2020. Below is an outline of the strategic planning process. Our new Strategic Plan for 2017-2020 is grounded in five key areas: Teach, Learn and Achieve Equity and Inclusion through College and Career Readiness Collaborative and Engaged District Culture Family and Community Involvement Facilities and Technology January 2017 Phase One: Planning and Development The strategic plan process began with a board study session and workshop on January 17, 2017. Trustees, the senior management team, and the superintendent engaged in a workshop focused on two primary tasks: evaluating our 2013-2016 strategic plan outcomes and participating in a design session in order to develop the next five key areas. Through a variety of activities and facilitated discussions, the team developed a preliminary draft of the new five goals. Cabinet members refined the preliminary goals and began drafting key initiatives necessary to implement the goal on behalf of our students and families. Cabinet then worked with managers of departments to revise and refine the key initiatives and tactics for implementation of each goal. February 2017 Phase Two: Engagement and Revision After completing this first work cycle, district leaders shared the five new goals and key initiatives with site administrators and other site staff constituencies given so much of the implementation of our plan is nested within our individual school communities. Simultaneously, throughout the month of February, a series of multilingual community engagement nights were held to listen and learn from the community about our current strengths and opportunities for improvement. These community engagement nights also allowed staff to present preliminary goals and receive constructive feedback. Community members who participated provided the revisions and refinements that staff made before finalizing both the strategic plan and the aligned Local Control Accountability Plan (LCAP) -- which provides the budgetary commitments that will support our implementation efforts. In addition, the preliminary plan was shared with other key stakeholder groups for feedback, including collective bargaining units and community-based organizations. March and April 2017 Phase Three: Refinement and Adoption Based on the input gathered in February, staff made revisions and produced the final version of the plan for the board of education to review and adopt. Trustees will be presented the plan for adoption at this April 11th board meeting. This action will allow for staff to align the LCAP, staffing and budgets to the new goals. District staff began to market the new strategic plan through the appropriate channels.

The Ray Morgan contract costs about $400,000 per year for service and equipment leasing, and expires in November 2019. Ray Morgan has provided a proposal for the district to purchase the equipment that the district is currently being leased. Proposed Contract $684,874.57 one-time charge to purchase all equipment (bond) $170,000 per year for service and repair (general fund) Net savings of $230,000 per year to general fund Proposal would cost $111,126 more than current contract total, however district would own all equipment which would remain useable after term of contract

At the January 24, 2017, meeting of the SLUSD Board of Education, the board approved a reorganization of the educational services department. At that meeting, the board approved a new organizational structure that included administrative appointments to different positions and responsibilities. Since that time, considerable work has been done to implement this new organizational structure and many duties and tasks assigned to classified employees have been realigned and reassigned. There is an additional need to add some new positions and to eliminate others. Approval of this agenda item will add new classified positions to this department. (Recommended reductions are made in a different action item on this agenda.) Specifically, approval of this agenda item will approve the following new positions and authorize staff to begin the hiring process for them: 1. Program Coordinator: This position will coordinate truancy and safety programs. 2. Program Coordinator : This position will coordinate college and career readiness programs. 3. Information Data Specialist: This position will assist with data generation and collection efforts related to various district initiatives and state requirements.

    Recommended motion

Approve Resolution #17-19 Reducing and/or Eliminating Specially Funded and General Funded Classified Services.

The remaining positions are being eliminated to cut district costs or as a result of the educational services department reorganization.

  73. L.5.f Bancroft Middle School Emergency Tree Work Proposal Passed 📎 1

    Recommended motion

Recommend to approve Bancroft Middle School emergency tree work proposal.

    Rationale
With the recent heavy rains and wind, many of the eucalyptus trees located along the San Leandro creek adjacent to Bancroft Middle school became an eminent danger to students, staff and users of the facility. Several trees have fallen; one of the trees took out seventy feet of fence near Carey Drive. The most recent incident involved a tree that fell onto the Bancroft Avenue Bridge over the San Leandro creek. In the interest of safety, a decision was made to have a tree contractor respond on an emergency basis, to remove certain trees and reduce the overgrown canopies on all of the other trees posing a safety risk. This decision was made prior to receiving Board approval due to the urgency of this matter. The final invoice has not been received, so staff is requesting approval of up to $24,000 for the emergency tree work.

  74. L.5.g Approve Sonitrol Security Upgrades Passed 📎 1

    Recommended motion

Recommend to approve Sonitrol Security Upgrades.

    Rationale
The current security systems used in the district have become outdated and obsolete. The District proposes to conduct a phased pilot program at three sites, SLHS, Garfield ES, and Washington ES to modernize and in the process cut costs to operate and maintain these systems. This will involve installing new state of the art panels and peripheral devices that will accomplish the following: Eliminate the need for AT&T phone lines and related costs as the systems are network based, i.e., SLHS has seven phone lines at an estimated cost of $130.00/month plus other required services such as phone line trouble. Ability to auto arm/disarm the system through a computer or wireless device saving district funds through reducing on call responder overtime pay. Increased capabilities to real time monitor system notifications such as unauthorized entry alerts.
