F PUBLIC TESTIMONY ON NON-AGENDA ITEMS
- Minutes
- Catherine Baldi spoke on behalf of PERK, which stands for Protection of the Educational Rights of Kids. This group has a coalition of parents across the state. She is a parent of students within the school district. She wanted to bring a few items to the board's attention since it can impact our school district. SB 276 is currently making its way through the California government. Catherine summarized the bill and expressed concern of it's impact on our students, particularly the Latino community. The law collects the data of students with medical exemptions. She believes its relevant to the school district for several reasons: * Student medical exemptions can be shared out to a number of agencies listed in the bill. It raises concern about the 'not limited to' clause since parents don't know where that data will go. *The bill stipulates that vaccine status is placed on student's permanent scholarship record. This causes concern on how the educational institution will view these students as they move through the educational process. *Concerned about the financial impact this can cause the school district: enrollment can drop since parents may withdraw their students in order to home school them; a potential increase in IEPs, an increase in more neurological damage to students, which can cause a great strain on the school district's budget. * requested the administration take careful measures not to allow our student's data and records to be open to anyone. She provided handouts to all board members. Tami Resendez spoke on behalf of Military Moms Against Mandates Tami reiterated what Catherine said. They are both working with legislators concerning SB 276. Provided a brief bio - her husband is a veteran of 24 years; have 3 sons together; 2 are currently in the school district. As a military family, she is representing two communities, the military and a Latino family. If this bill passes, her family does not have the option as military personnel to leave the state to accommodate their personal needs. She highlighted that there are people with a predisposition for side effects from vaccines. The bill will make it harder for military families to protect their children. Her youngest son has a medical exemption; her concern is if the law passes her son's medical exemption will be voided. *It will put a hardship on Latino families if they have students with chronic illnesses *If the bill passes, several students will be taken out of the school system. Parents and the school district will suffer collectively.

P.1.a Williams Uniform Complaint Procedures (including Valenzuela Settlement Requirements) Quarterly Reports 📎 2
- Rationale
- The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and mis-assignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of January - March and April - June, 2019, the school district did not have any complaints.
