The speakers urged the Board to maintain stability for these very special kids, and reconsider their decision to non-reelect Special Education Special Day Class teacher Ginger Brice, adding, "To lose someone of her caliber would be detrimental to the department and the students." Denise Farrell also spoke to the Board regarding the release of John Muir Vice Principal Hermy Baylon. Reading a petition of support, signed by seventy-six members of SLTA, CSEA and Teamsters, Ms. Farrell said that Mr. Baylon was chosen by a panel of teachers and staff who knew the qualities that they were looking for in a Vice Principal, and his resignation "came as a blow" to everyone. 13. 5 PUBLIC TESTIMONY ON NON-AGENDA ITEMS
    Minutes
Domenic Gonzalez and Ashley Yo, students and Youth Community Service leaders from the San Leandro High School (SLHS) Jefferson Service Club, gave a brief overview of the Jefferson Awards and the Lead 360 Challenge. Ashley explained that their mission is to recognize, inspire, and to activate volunteers into public service in our workplace, communities, and our schools all across America. Co-founded by Jacqueline Kennedy, Senator Robert Taft, Jr. and Sam Beard, the purpose of the Jefferson Awards is to create a "Nobel Prize" for public service. Last year, fourteen students from the SLHS Jefferson Service Club received prestigious national recognition as the Northern California Division winners honoring them for their community service. Domenic introduced the Lead 360 Challenge, which engages youth in our communities ages 5-25 to elevate their local service projects onto a national platform, adding that the goal is to spotlight the great work done by youth in the communities and inspire young America to put their service ideas into action. Everyone can be involved. He urged the San Leandro Unified School District and the City of San Leandro to join the Lead 360 Challenge. San Leandro High School parent Evelyn Gonzales, who has served on the SLHS Equity Team for six years and Superintendent's Parent Empowerment Council for the last three years, spoke to the Board about the desire to create better parent/teacher collaboration at the high school level. In her opinion, communication is the main parent/ teacher struggle, adding that one of the biggest challenges the district office has faced is breaking down the silos that have separated programs and people. At the high school the parents and teachers are in different silos, adding that "A lack of parent/teacher partnering has led to frustration on both sides, saying, "Let's create more partnerships and break down the silos."
  14. 6 PRESENTATIONS
  15. 6.1 Local Control Accountability Plan 📎 2
    Minutes
Assistant Superintendent of Educational Services, Dr. Rosanna Mucetti, and Associate Superintendent of Business and Operations, Song Chin-Bendib, presented information about the new Local Control Accountability Plan (LCAP). Dr. Mucetti focused on the requirements of the LCAP. She provided information about how the District will facilitate the process by including various stakeholder input opportunities, stating that we are approaching the development of the LCAP, by beginning with the end in mind. This is a huge paradigm shift - instead of having various pots of money drive program, we are having our goals and programs drive funding. This is a values-based approach, asserting that the goals and programs we value are ensured funding. Associate Superintendent Song Chin-Bendib provided information on the major shifts on how funding is allocated through the LCAP, as opposed to the former revenue limits and categorical funding, as well as the 2014-2015 Budget Development Timeline, which was crafted in alignment with the LCAP. Dr. Mucetti continued by saying that, "This LCFF is not so much about new money, it's more about a new funding approach requiring flexibility and a new mindset. It is about a new 'how'," adding that as an organization, the District is benefiting from the Board's adoption of the new Strategic Action Plan, which aligns with the following eight priorities set by the state as we develop the LCAP: Basic Services (Williams Act) ensuring that teachers are fully credentialed and appropriately assigned, students have access to materials; school facilities maintained Implementation of State Standard Parental Involvement Student Achievement Student Engagement School Climate Access to Courses Other Student Outcomes Highlights of the Budget Development Timeline on the development of the District's LCAP work included: Phase One (March) Messaging, Needs Assessment & Data Collection (Non-performance data is a piece of this information, too) Phase Two (March and April) Stakeholder Engagement Community Forums (child care and translators will be provided) Tuesday, April 8 - 6:00-7:30 p.m. - Arts & Education Center, SLHS Monday, April 21 - 6:00-7:30 p.ml - Arts & Education Center, SLHS Thursday, April 24 - 6:00-7:30 p.m. - District Office Professional Development Center LCAP Survey Phase Three (April & May) Goal Setting Allocating Expenditures Action Steps As the work in Phase One and Two is being accomplished, the District will form an LCAP Design Team, which will be a broad-based and representative of parent groups, site administrators, teachers (estimated to be working group of 20) who will write the plan. June 24, 2014 Board Meeting Board Adoption of the SLUSD LCAP The Board thanked staff for the update. Questions, and comments posed by the Board included, how the LCAP survey was developed, the composition and selection process for the design team; moving forward when LCFF spending priorities are not agreed upon; evaluation and accountability of the plan's success; ensure that all the groups have access to provide input on how the money is spent and that it is a fair and just process.

  16. 6.2 2013-2014 Second Interim Report
    Minutes
Song Chin-Bendib, Associate Superintendent of Business & Operations, presented the 2013-2014 Second Interim Report which includes Fiscal Years 2014-2015 and 2015-2016. Included in the presentation was the fiscal information that was presented to the Finance Committee on March 3, 2014, including such topics as: Local Control Funding Formula (LCFF), Gap Funding Models, Repealed Categorical Funding, and any other relevant information. Associate Superintendent Chin-Bendib reported that for the fiscal year 2013-2014 Second Interim Report, San Leandro USD is certifying a positive certification. Business Services staff has prepared the Seconded Interim Report, based on assumptions from the Alameda County Office of Education (ACOE), California Department of Finance (DOF/FCMAT), and the School Services of California (SSC), Inc. Dartboard which provides school district critical economic indicators for budget projection. Multi-Year projects, along with other analytical reports are provided under separate cover. This report is prepared in SACS format after the implementation of Local Control Funding Formula (LCFF). Below are the Second Interim Report projects ending Fund Balance after designations for 2013-2014 and two subsequent years: Fund Balance After designations* 2013-2014 2014-2015 2015-2016 $286,786 ($2,127,185)** $1,924,440 *These balances do not include the 3% required reserve which is maintained separately in Fund 17 (a separate fund). **2014-15 Fund Balance is negative after designation of $3,840,717 for Supplemental/Construction grants. However, as part of LCAP, SLUSD will analyze the areas where supplemental/concentration can be utilized, hence releasing the designation. Supplemental/Concentration Grant designations for 2014-15 and 2015-16 are dramatically more than 2013-14. The State Board of Education clarified in January 2014 that the supplemental/concentration funding should be based on total LCFF funding rather than LCFF gap funding. The following major assumption have been applied toward the 2013-2014 Second Interim Report: Calculations are based on Local Control Funding Formula (LCFF) Revenue Limit calculation per ADA funding has been eliminated by law, except for 2012-13 as the "base year". Cost of Living Adjustment (COLA) for General fund and Special Education: 2013-14 = 1.57% 2014-15 = 0.86% 2015-16 = 2.12% Following are the LCFF Gap Funding Rates used for calculating Multi-Year Projections: 2013-14 = 11.78% 2014-15 = 0.86% 2015-16 = 2.21% As compared to previous years, there's no "Revenue Limit deficit factor". Most of categorical programs have lost identity and rolled into LCFFF. Measure L Parcel tax: estimated amount of $771,000 beginning 2013-14 fiscal year; the measure is for five years. The proceeds from the parcel tax are to be used to "attract and retain high-quality teachers and staff including counselors", per agreement. LCFF allows use of greater of current or previous year's P2 ADA. 2013-14 Second Interim is prepared with 2012-13 P2 ADA at 8,348.28. The Second Interim report incorporates Supplemental/Concentration calculations as approved by the State Board of Education in January 2014. Following the presentation, staff responded to questions posed by the Board including, "What are the totals of our unfunded liabilities"; "What "pot of money" is financing all the recent technology purchases?"; "How is the teachers' retirement plan paid?"; "What is the District's plan for ROP as funding is not guaranteed for the third year?" Additional comments included thanking the Adult School for their financial support and help; the need to research the "why and where" the District is experiencing declining enrollment; and looking forward to the interesting ride as we go through the LCAP process and LCFF funding.

He recognized and commended Associate Superintendent Song Chin-Bendib and Assistant Superintendent Dr. Rosanna Mucetti, for working as a team, adding that the joint presentation on the LCAP was an excellent example. The Superintendent mentioned that he has been using a Chromebook to see how it relates to what he does in his position, noting that he can see how today's student would love this new tool. HYA has completed the surveys for the San Leandro High School principal search and has posted the data on their website. The Superintendent is hoping to have interviews begin in April and have someone in place by the first week in May. The Superintendent updated the Board on the baseball fields, reporting that the mounds have been redone, but the infields will not be addressed until after the season is over; however, he assured the Board that games are scheduled to take place on the field this year. The Superintendent commented that it's a beautiful field; however, the field cannot accommodate JV and Varsity baseball games at the same time, unlike softball, where multiple games can be played. The Superintendent is continuing to work with the baseball group to insure that the District is doing everything they can. The Superintendent then invited Dr. Mucetti, Assistant Superintendent of Educational Services, to introduce her new Educational Services Administrative Team, who said, "This is their second week, and the only word I can say is transformational." Background Information
The Governing Board recognizes that maintaining accurate minutes of the Board meetings provides a record of Board actions for use by district staff and the pubic. Accurate minutes also help foster public trust that Board actions are occurring in public in accordance with law. Districts may tape, film, or broadcast any open Board meeting. Our District uses a digital audio recorder. A notation to this effect is included on the meeting agenda. The Board presiding officer announces that a recording is being made at the beginning of the meeting, and as practicable, the recorder is placed in plain view of the meeting participants. The Superintendent is recommending that a copy of the audio recording be downloaded onto the District website within 24 hours of the Board meeting, as the first phase of a three phase process towards live streaming, and telecasting.

    Minutes
Public Comment Jim Prola commented that over the years, labor has supported the split roll property tax. He shared some facts from Alameda County including that the residential property tax burden has increased from 55% in 1973-74 to 74% in 2009-10 since the passage of Proposition 13; over the same period of time, non-residential tax burden has dropped from 45% to 26%. He urged the Board to support this effort while protecting existing protections provided to residential properties and adopt Resolution #14-10 Proposition 13-Close the Commercial Property Loophole. The Board thanked Mr. Prola for sharing some facts. Additional comments included that supporting this effort was the right thing to do and long overdue in the state, the Democratic Party has already passed this, and to be sure to include Senator Loni Hancock's name on the resolution. Following the comments, the Board adopted Resolution #14-10 Close the Loophole in Commercial Property Under the Provision of Proposition 13, as amended.

    Background Information
Since the passing of Proposition 13 (Prop 13) in 1978, all residential or commercial property in California is taxed at a uniform statewide rate of 1% of its purchase price. The purpose was to protect residents from property tax increases over time. Prop 13 also ensured that assessed property values could not rise more than 2% per year and were reassessed to full market value when the property is sold. The challenge in the law is that large corporations and commercial property owners have benefited from language within Prop 13 by limiting the ownership of commercial property, which shifts the tax burden to residents due to more frequent sales and sole ownership provisions. This means that retaining ownership or shifting only partial ownership of a commercial property retains the historical property tax rate, and avoids the property being reassessed at its full assessed value. Residential property owners commonly sell/purchase the entire property which triggers the full assessed value assessment and therefore generates increases in property tax revenue. Since the passage of Prop 13, the property tax burden in California has dramatically shifted from commercial property to residential property. Today homeowners pay 75% of property taxes while commercial properties only pay 28%. Bay Area activists Group Evolve has solicited 45 school boards and city councils to adopt a resolution to change the method in which commercial properties are reassessed to reduce the tax burden to residents. School districts receive a share of its annual revenue from property taxes, which is currently under Prop 13 being borne by the residents the district serves versus the commercial and business property owners in a given community.

  46. 14 ADDITIONAL SUGGESTIONS AND COMMENTS FROM BOARD MEMBERS
    Minutes
Trustee Prola reminded the Board that as part of their Season of Service project the Social Advocacy Class is collecting books for literacy and equality, adding that she delivered her book to the class today. She urged other members to donate a book as well. She commented that March is "Women's History Month", suggesting that the District keep that in mind and acknowledge it next year. While the District doesn't have a bond or parcel tax measure included in the upcoming election, Trustee Prola thought it would be a good idea for the District to look ahead and begin sending out voter registration forms at the beginning of the school year to the parents. The Citywide Track Meet, sponsored by the San Leandro Sport Foundation is May 5, at Burrell Field. The festivities will begin at 4:00 p.m. with a Memorial Bench Dedication Ceremony, Remembering Joe Collier, who served as scorekeeper at San Leandro High School football games for over thirty years. Trustee Prola also expressed her frustration as she tried to call San Leandro High School, stating that she was transferred to several numbers before her call was finally answered. She would like to see staff consider looking at new procedures and protocols that will improve customer service. Trustee Toro attended the African American Achievement Night, commenting that it was well attended. He also joined some high school parents for Coffee and Conversation at San Leandro High School where he participated in a survey in the principal search. Trustee Rosato is looking forward to attending the Latino Achievement Nights and Band Festival. He expressed his excitement, as the District moves towards the LCAP movement, reminding everyone that, while we have administrators and principals in transition, we rebuild, advocate and promote the School Site Councils (SSC) as a great source of information. Trustee Carey expressed concern with regards to e-mails that he receives once in awhile with "no subject line" and felt that this was unprofessional. He attended First Friday at Drakes benefiting the San Leandro High School United Parents. He also was happy to see that the new electronic billboard has been installed and is operating at Monroe Elementary School. Trustee L?pez had the opportunity to observe the roll-out of the Chromebooks last week and found it very exciting and gratifying. She offered kudos to Coordinator of Data and Assessment Rob Mangewala and Assistant Superintendent Dr. Rosanna Mucetti for their ability to articulate and motivate our teachers. She reported that she attended the Democratic Party Convention, serving as a Delegate for Assembly District 18, with Trustees Prola, and Katz-Lacabe. Trustee Katz-Lacabe enjoyed the African American Achievement Night and is looking forward to the Latino Achievement Nights. He also mentioned that he got a Chromebook describing it "as a decent little machine." He is excited to see the level of excitement and cooperation between the administration, teachers and staff, hoping that ultimately "the teachers are motivated and have the morale to show the passion they have for the subjects in the classroom," which he feels may be the single-most important factor on whether a student loves going to class or going to school. Trustee James also attended First Friday at Drakes benefiting the San Leandro High School United Parents. He also attended the Pirate Boosters Crab Feed, noting the disappointment felt by the organizers due to the lack of district representation, adding that a few parents shared their frustration regarding the baseball field. Trustee James offered kudos to the unions and administration for their collaboration and for all the great work that is taking place in the District.
