Agenda 114 items

  1. A CALL TO ORDER - 6:00 P.M.
    Minutes
The Board Meeting was called to order at 6pm.
  2. B PUBLIC TESTIMONY - CLOSED SESSION ITEMS
    Minutes
Jon Sherr, President of San Leandro Teachers Association (SLTA), addressed the Board for Public Testimony - Closed Session. Mr. Sherr expressed concern around Personnel and the interpretation of their contract. Recently a number of temporaries were released as the District does each year. Those temporary positions are advertised for 5 days for internal applicants. According to the contract, the internal applicants are supposed to have priority consideration. We recently found out the district was offering contracts to outside applicants. SLTA believes this does not allow internal applicants to be considered in a priority manner. SLTA thinks this is a clear violation of the contract and the language of the contract and wants the Board to consider this matter. The other related issue is that among the temporary personnel released, a lot of those people return. In this area of teacher shortages this raises concern with SLTA and the temporary employees wonder why this has to happen to them, to re-interview for a position where they are already employees. Third issue is an ongoing grievance with the distrct regarding a principal that SLTA thinks has been harassing a member since last year. Mr. Sherr wrote a letter to this principal because he has a reputation of not being on campus much. There was public discussion regarding this principal. The principal in question inquired as to who was complaining about his frequent absences. This principal then questioned this teacher and tried to prevent her from using her Weingarten right and was resistant when she requested Jon Sherr in the meeting. Another letter was written to this principal suggesting that the principal was violating the Weingarten rights of this teacher and if it continued they would consult CTA (California Teachers Association) for legal action. Mr. Sherr does not believe the District has taken this matter seriously as SLTA. There were several issues that took place over the course of several months between the principal against the teacher that required SLTA intervention. This teacher is now on maternity leave. In the teacher's final evaluation prior to maternity leave, the principal deemed several issues 'Unsatisfactory'. SLTA reviewed this evaluation and deemed the evaluation completed erroneously and they had to be converted to 'Satisfactory'. The principal has apologized but SLTA states he has never accepted responsibilities for his behavior. SLTA is not satisfied that enough action has been taken to end this harassment. SLTA is considering taking this to arbitration and the School Board does have a role to play if they want to play a role at level 4 in the grievance process.

  107. O FUTURE BUSINESS
  108. O.1 Consensus Items 📎 1
    Minutes
Trustee Gonzalez waned to know if there is a way to obtain minutes from other committees prior to the Board meetings. Board Trustees replied that we're not legally bound to keep minutes for the committees and that it's ok to ask questions from other committees during Board meetings. Trustee Vo requested an update on Consensus request #22 by President Rosato regarding having more student representation on the board. Dr. McLaughlin stated that this would be addressed at the next policy meeting and board meeting. Trustee Tate inquired as to the process for receiving student representation on the Board. She believes that not enough students are aware of the process. Dr. McLaughlin stated that traditionally it has gone through the Leadership class. In previous school districts it would go through the governance, where the student body president would nominate a student. He asked Student Board Member Medeiros for input, who stated that various teachers gave recommendations and then interviews were conducted and a selection was made from there. Mason did not know much about the position until he was nominated. Trustee Vo commented that she was not given an opportunity to submit her name for the student board representative when she was a high school student. Dr. McLaughlin's recommendation would be to go through the governance of the student body. He will be working with Principals Richardson and Richardson to research how other high schools obtain their student board representative. Trustee Gonzalez stated that the Leadership teacher proposed a new way of handling this process; students are nominated to Leadership but not for a position. Interviews are then conducted for the diff people selected by the student body to what position fits them the best for student body, which will include a student board member. Trustee James commented that the students should be voting on this with the principals' support. Dr. Mike wanted to update certain consensus items: -The transgender law has been updated. Each school had to identify a restroom, which was done. He's working with Aaron Kerrigan and Victoria Forrester and the Rainbow Club on next steps and will provide the board with an update. -Parking lot safety camera for the high school still working on that. Have installed better lighting and cameras at the Juniper annex. -more student representatives - the policy committee will work that out. -policy committee to review better grading policies - policy was updated in the fall.
