  41. N.2.a Adopt Resolution No. 18-36 for Temporary Borrowing Between District Funds Passed 📎 1

    Recommended motion

Adopt Resolution No. 18-36 for Temporary Borrowing Between Funds.

    Rationale
Education Code Section 42603 permits the Governing Board of any school district to direct that monies held in any fund or account may be temporarily transferred to another fund or account of the district for payment of obligations. The transfer shall be accounted for as temporary borrowing between funds and shall not be available for appropriation or be considered income to the borrowing fund. The State of California changed the way public schools are funded with the implementation of the Local Control Funding Formula (LCFF), effective July 1, 2013. As with the prior Revenue Limit Funding Model, districts receive monthly apportionment distributions that vary in amounts which may cause temporary cash flow shortages. As a precautionary step, and in order to meet all financial obligations on a timely basis, the Business Services Department recommends that the Board adopt a resolution allowing temporary inter-fund cash borrowings up to $5,000,000 for the 2018-19 Fiscal Year, in case temporary cash shortfall occurs. The General Fund will repay the current interest as designated by the County Treasurer. Staff will continue to assess and monitor the District's cash flow.

    Recommended motion

Adopt Resolution No. 18-35 for Temporary Borrowing from the Alameda County Treasurer.

    Rationale
Article XVI, Section 6, of the California Constitution and Education Code Section 42620 allows for borrowing from the County Treasury, when there is not sufficient cash available to pay its obligations for current operating requirements lawfully incurred in the 2018-19 fiscal year. The following restrictions apply to this authorization: 1. Maximum amount of authorized borrowing: $9,000,000 2. For Fiscal Year: 2018-2019 3. Shall not exceed 85 percent of the anticipated revenues accruing to the district. 4. Shall not be made prior to the first day of the fiscal year nor after the last Monday in April of the current fiscal year. 5. Shall be replaced from revenues accruing to the district before any other obligation of the district is met from such revenue.
    Financial Impact
Funds borrowed from the county treasury would incur the county's standard interest rate. The most recent published rate was 1.34% as of June 2018. Any borrowed funds in the district account would accrue interest at the same rate until spent.

  67. O.3.a Increase 1.5 Hour Nutrition Assistant Positions to 2.0 Hours Passed
    Rationale
There have been a number of changes and increased demands placed on the Food & Nutrition Service Department that have resulted in increased workloads over the past several years. These changes include: (1) increased lunch periods – schools have increased lunch periods to address supervision issues; (2) full day kindergarten – additional lunch periods have been added to serve these students; (3) increased meals served – total lunches served has increased in recent years; (4) onsite cooking – there are more onsite meals prepared and fewer centrally packed meals, which has resulted in the need for more prep time and cleaning time; (5) a need for quicker line service – during spring 2018 LCAP parent engagement meetings, the district received feedback regarding the perception that lines are too slow; and (6) a need to attract and retain qualified employees with longer shifts.
