  27. J.4 Presentation of the 2019-2020 Local Control Accountability Plan (LCAP)
    Rationale
Dr. Sonal Patel, Assistant Superintendent of Educational Services, will present the highlights of the 2019-2020 Local Control Accountability Plan (LCAP) with a focus on the goals, actions and services articulated within the plan. The presentation will also include information and data regarding the progress made with the implementation of the 2018-2019 plan.
    Minutes
Dr. Sonal Patel, Assistant Superintendent of Educational Services, provided a summary of the 2019-2020 Local Control Accountability Plan (LCAP). The LCAP will be on the June 18 board agenda for approval. Dr. Patel explained that the LCAP tells the story of how our school district uses resources to achieve our strategic plan as well as the state and federal mandates around those monies. In order to build the story on what we should be doing with our LCAP dollars, our supplemental & concentration, our department engages in extensive stakeholder engagement. This occurs not only using the supplemental and concentration funds, but around our other dollars as well, such as categorical funds and how we use some of our general funds to help build our comprehensive plan. Board members, staff and families participated in stakeholder events pertaining to the LCAP between February and March through community forums. Through those venues Dr. Patel and her staff were able to locate key findings that drove how the LCAP was built this year. Community members discussed the following topics during the community engagement events: • School safety continues to be a priority for our community members • Advocacy for before and after school programs • Multiple language translation services • An increase around support in math instruction and intervention • A continuation of the intervention services currently in place, especially at the elementary sites • Increase the support English languages learners receive in the classroom • Parents and community members are requesting improved communication; not only in terms of how the district communicates, but also how the teachers communicate to families at home, specifically about academic progress • Elementary school parents would like to have water stations installed at their sites In addition to the community stakeholder engagement events, which consisted of several evening meetings and one Saturday morning meeting, a survey is distributed to all students in grades 5-8 and then high school. Surveys also go to staff and parents. The surveys provide information on how we are doing in terms of learning and teaching in addition to the health and wellbeing of those we serve. Dr. Patel addressed key findings from the surveys: Elementary sites Strengths: • Students are academically motivated • Students are being held to high expectations and treated with respect by the adults that they interact with Areas of growth: • Students want more support to reduce gossip, name calling and disruptive behaviors that takes their class off track Middle school sites Strengths: • Students feel academically motivated and a strong connection to their school Areas of growth: • Up-keeping the facilities and • Supporting mental health and emotional well being High school sites: Strengths: • Student felt academically motivated • Students feel safe at school and not worried about their physical wellbeing • Students felt they were held to high expectations Areas of growth: • Students want more meaningful participation in class • Provide student with more caring relationships and time to connect with their mentors and adults who can support them • Facility improvements Dr. Patel stated that our school district needs to respond to our California dashboard data which tells us how our students are doing academically and across other behavioral and social indicators. Specifically, we need to be able to respond to findings that come via Differentiated Assistance that some monitor through Alameda County Office of Education. Our district finds itself in need of differentiated assistance in year one with students with disabilities. Part of what the district is doing with the $15 million in supplemental and concentration grants in this year's upcoming LCAP that is different and new is we've increased the amount towards offering a competitive salary. Attracting the best teachers will help our school district meet some of those finding our students spoke of regarding areas of a more productive classroom. We've also made contributions to instructional and behavioral support services to increase and to make contributions towards class size reductions; class size can be a driver towards increasing quality in our interaction with the students. We are also increasing intervention services. It is important to know that our LCAP is not just supplemental and concentration funds. Supplemental and concentration funds only make up a half of what the school district actually report per the LCAP. Dr. Patel provided board trustees and audience members a quick overview of the breakdown of funds via a presentation display using the strategic plan: Goal 1: Teach, Learn and Achieve • $6,000,000 under this goal o Supplemental & concentration o Also funding from Titles 1, 2 3 and 4 o Occasional funds from the general fund and other grants Goal 2: Equity and Inclusion through College and Career Readiness • $3.5 million dollars from continued services • A few items are new in terms of creating more professional development around trauma informed classroom setting o Increasing some of the health supports based on the data from the middle school surveys Goal 3: Collaborative and Engaged District Culture • Nearly $11 million o Large action item around teacher compensation for recruitment and retention o Goals around systematizing communication expectations across schools and employee engagement Goal 4: Family and Community Involvement • Just under $1 million o Related to family and community engagement o A concerted effort in the desire to address the community in more consistent multilingual translation ? Not just between district and home, but actually at all school sites Goal 5: Facilities and Technology • $8 million o Many of the improvements at the schools come to us via the bond fund All of the goals and action items were reviewed by multiple stakeholder groups such as the Parent Advisory Committee, Youth Leadership Council and the LCAP Design team, consisting of our collective bargaining units as well as management in between November and May. The next board meeting will include information from our LCAP aligned SPSAs (Single Plan and Student Achievement) for all school sites. It will provide information about the schools which are leveraging the LCAP to use their resources more effectively. The LCAP and SPSA will aid us to our ultimate goal, which includes not only the strategic plan but to utilize the graduate profiles for all of our students from grades TK to 12.

  74. O.2.a Emergency Communications Project Passed 📎 1

    Recommended motion

Approve Memorandum of Understanding with East Bay Regional Communications System Authority (EBRCSA).

    Rationale
On January 8, 2019, the Board approved the District to upgrade its emergency communication system by installing emergency control radios at 15 sites throughout the District. The total amount approved for this project was $92,877.83. These emergency control radios will provide direct connectivity to the San Leandro Police Department’s Dispatch Center in the event of an active shooter or other catastrophic event. This emergency communication system will be connected to the East Bay Regional Communication System that was established as the primary system for first responder organizations throughout the Bay Area. We have already purchased the radios in the amount of $52,334.39 from Motorola. This price includes installation and training. The District advised the Board that we would return at a later date to obtain approval to join the East Bay Regional Communications System Authority (EBRCSA). The District is now seeking approval to join the East Bay Regional Communication System Authority (EBRCSA) which is a requirement in order to be on a regional first responder communication network. EBRCSA is a Joint Powers Authority (JPA) that controls and manages the infrastructure of the East Bay Regional Interoperable Communications System in Alameda County and Contra Costa County. The costs associated with joining the EBRCSA is in two parts. Part 1 includes a one-time membership fee (fee established by the JPA to join the system) and a one-time debt service fee (fee established to pay down the system’s debt service). These one-time fees apply to each radio on the system. Part 2 includes a monthly per radio operating charge and is an annual on-going cost.

  75. O.2.b Energy Manager Services Proposal Passed 📎 1

    Recommended motion

Approve Energy Manager Services Proposal for a three year period.

    Rationale
IES has provided the district with a proposal to monitor our usage of electricity and natural and gas and advise us on strategies to reduce consumption. To do this, IES would access our PG&E energy usage data, PG&E billings, and solar production records. With HVAC now installed in most classrooms in the district (estimated 100% completion September 2019), we anticipate an increase in energy costs. District staff reviewed what IES has designed for other districts and believes that this would be useful in furthering our energy conservation efforts. Reducing our district energy consumption would result in lowered costs to the district as well as reducing our greenhouse gas emissions.

    Recommended motion

Approve Veoci-Emergency Management System Software proposal July 1, 2019 through June 30, 2021.

    Rationale
The Veoci Emergency Management System is a software application created by Grey Wall Software LLC that allows the end user to effectively and efficiently manage any type of incident whether it be a spontaneous critical event or an on-going planned event. The software platform incorporates scalability into its various features of command, control, reporting, resource allocation and archiving to provide a comprehensive system of Emergency Operation Center (EOC) management. It also allows the end user to join a virtual EOC from any location and see all activity as if they were in the actual Emergency Operations Center. The Veoci Emergency Management System is currently being used by several cities within Alameda County, as well as the San Leandro Police Department. Through a Homeland Security Grant, the Alameda County Operational Area is in the process of purchasing the Veoci Emergency Management System for all cities within Alameda County. The county itself is in the process of adopting Veoci as its Operational Area Emergency Management System. By having all EOC’s in the county on one system, it provides for seamless bi-directional communication during critical and planned events. Additionally, it provides a platform for reporting; using standardized Incident Command System (ICS) forms that are required by NIMS/SEMS. It also provides a format for FEMA reporting when reimbursement is being sought for local, state and nationally declared emergencies. The quote obtained from Grey Wall, LLC consists of a two-year agreement that includes: 20 licenses, 32 hours of specialized configuration, one specialized training session (a train the trainer course for one person) and on-going support.
