5 PUBLIC TESTIMONY ON NON-AGENDA ITEMS
- Minutes
- Members of the Classified School Employees Association (CSEA) Thea Chhay, Elizabeth Cardoso, and Isabelle Rodrigues, addressed the Board on behalf of their bargaining group, saying that a one percent increase was unacceptable in light of other bargaining units receiving more. A few speakers pointed out that many CSEA positions the schools and District rely upon, including office manager and clerks, para-educators (including for students with moderate to severe disabilities), language interpreters, food service technicians and nutrition assistants, parent liaisons and facilitators, and many other too numerous to mention. Louise Shaw, Wilson Elementary School teacher and District parent, addressed the Board regarding the new playgrounds at the elementary schools stating that the work is unacceptable and incomplete. She encouraged the Board and staff to personally inspect the equipment at the elementary schools before signing off on this project. Tanisha LaRossa addressed the Board regarding her concerns around the subject of Math at John Muir Middle School, reporting that at Back-To-School, parents were told by her daughter's math teacher that "all the kids are failing, "I don't have time to call you - you need to call me," "I don't have time to check your child's homework, they need to check their homework", adding that this is not acceptable. She urged the Board & District staff to make sure that the strong foundation that is set at the elementary level continues through the middle and high school levels. Carol Delton, Co-Chair of the Special Education department, provided the Board with an update on the hiring of para educators, stating that the four openings are down to two; however, reiterating that these positions should have been posted and filled in the spring. She also spoke in support for the CSEA classified employees and urged the District to negotiate a contract that supports the work that they do.

6.1 Update on 2013-14 Local Control Funding Formula (LCFF) State Budget Act
- Minutes
- The Governor signed the 2013-14 Local Control Funding Formula (LCFF) State Budget Act on June 27, 2013. However, it is the responsibility of the State Board of Education (SBE) to provide regulations to implement LCFF in the budget. As of this point, there are neither definitive regulations nor audit guides on how to implement components of the LCFF. On Thursday, September 26, 2013, Business Services staff attended the ?2013 Local Control Funding Formula Workshop? provided by the School Services of California. Associate Superintendent of Business and Operations, Song Chin-Bendib, provide an update, outlining highlights from the workshop. Included in the presentation was a summary of the District?s 2013-14, 2014-15 and 2015-16 projected budgets with the latest assumptions. Highlights included: The LCFF provides a 10.4% increase to the K-3 base grant to reduce K-3 enrollment (including Transitional Kindergarten) to an annual average of no more than 24 students per class, the "24-Track" by the time the LCFF is fully implemented (planned for 2020-21) Factors to be mindful of is that the LCFF is: Unique among all school districts Funding is unique within a district from year to year Factors that will impact LCFF funding each year: Student demographics 2012-13 base year funding level LCFF increase LCFF appropriated by the state The new system demands a high level of community involvement Staff will keep updating the Board when we have new information The Board thanked staff for the update. Comments and questions included: I appreciate that LCFF recognizes that free & reduced and English learner students cost more to educate Is the income from the parcel tax included in the numbers? Is there a timeframe for the assumptions based on School Services data? We still need funding to educate our children This is very frustrating for all of us What does the new system Empowerment Model mean for San Leandro Unified?

7.3 Union Representative Reports
- Minutes
- Carol Alvarez, President, Classified School Employees Association (CSEA) Chapter #94, voiced her frustration on behalf of their membership regarding the lack of respect shown and compensation from the District administration. While other bargaining units are receiving more, the District continues to offer only a 1% raise to CSEA employees, despite reports that the District is doing much better financially. She urged the Board to "do what is right - a 3% increase for all CSEA Chapter #94 members, anything else is wrong." Anita Waldren, on behalf of the San Leandro Teachers' Association (SLTA), thanked the Board on the way they have merged the veteran administration with the new (leadership) energy," adding, "I do believe that we are moving forward." She reported that SLTA provided an in-service for about thirty-five new teachers today, and their leadership has been working collaboratively with the District leadership on drafting a Learning Walk tool that can be used during the District-wide 2013-2014 Learning Walks, which has turned out to be such a positive experience. She reported that the opening of school has been less than perfect for our students with regards to student class scheduling, and placement, and the need for adequate FTE to service students. She echoed the concerns raised by CSEA, adding that she is counting on the Board "to walk this path with us"; SLTA is committed to making this District the best it can be. Following the reports, the Board took a short break at 8:37 p.m. returning at 8:46 p.m.

7.4 Superintendent's Report
- Minutes
- Dr. McLaughlin provided the following report: He attended the Leadership Class at San Leandro High echoing the enthusiasm expressed by Student Board Member Ellie Erickson, stating that "these are great kids wanting to do really good things for their community", adding that one idea discussed was a Spring Festival to accomplish that goal. Responding to the frustration voiced regarding the playground structures at the elementary schools, he explained that the District does not sign off on any type of construction project until they have thoroughly walked the site and passed everything on the punch list. As we transition under our new district leadership, the Superintendent reported that his Cabinet has decided to build their own Professional Learning Community (PLC). One of the ways that they are finding out what is going on in the schools is by being there and he thanked Assistant Superintendent Rosanna Mucetti for recommending that Cabinet begin their Monday meeting at a school every week. The Superintendent acknowledged the impressive parent turnout on Back-To-School Night, especially at the high school. The Superintendent visited the Eden Area Regional Occupational Program, noting that we have a strong program and partnership with the other Districts, which is very encouraging. While we will miss Dr. Fujii, he felt that Linda Granger will do a great job. Dr. McLaughlin distributed a draft of the Strategic Plan to the Board, explaining that Cabinet has reviewed and provided their input. He asked that the Board review the document and send him any comments or changes. He will present the final draft to the Board at their October 15 Board meeting and ask for consensus to share the District's vision for the next three years with various groups in the community. The District continues to search for a new Principal at San Leandro High School, and acknowledged the high school team and staff for working very hard and doing a great job. The next round of interviews are planned, and if we are unable to find a suitable candidate, an Interim will be hired and we will continue the search in the spring.

- Background Information
- The Food and Nutrition Services Department request that the Board adopt Resolution No. 13-55 proclaiming the week of October 14-18, 2013, as National School Lunch Week. National School Lunch Week is a special week made possible by the School Nutrition Association, national affiliate of the California School Nutrition Association. Each year a campaign is developed that helps give attention to the school lunch program focusing on the benefits of school meals and to raise public awareness about the nutritional value of the federally funded lunch program available at schools and to involve students in school lunch. The primary goal of the School Nutrition Program is to improve the health and nutritional status of students. This year?s National School Lunch Week theme is: ?School Lunch Across the USA? It?s about celebrating the regional flavors, ingredients, and traditions from across the country. Every part of the country is known for different food?whether it?s New England chowder, southern black-eyed peas, Florida oranges, or southwestern salsa. ?School Lunch Across the USA? allows us to celebrate the popular flavors in our own region, and across the country too!

- Approve bond contracts on the attached spreadsheet which are for amounts $15,000 or less for fiscal year 2013-2014.
- Background Information
- Approval of bond contracts for small amounts comes up each fiscal year as a discussion item. Associate Superintendent of Business and Operations has researched with three separate legal counsels regarding the process to approve professional consultant contracts in general, and especially in relation to the size of the contract. Each of these legal counsels has advised that the District formally present any contract for professional services to the Board for approval regardless of the amount. A contract is in place when it has an ?offer?, ?term(s)?, and ?acceptance?.? Using the programmer of Accountability (construction software), staff developed an appropriate format for construction related service contracts under $15,000, which is the standard threshold for construction related services. This was approved by the Board of Education on October 16, 2012. Attached is the ?Summary Spreadsheet for Bond Contracts $15,000 or Less.? The spreadsheet will be provided to the Board at every board meeting, if there are any contracts falling under this category. Detailed contract information or cover pages will not be part of subsequent Board Packets, but will be available for questions or inspection upon request.?

An audit of fixed assets is needed because: Accurate inventory is needed for GASB 34 Insurance coverage premiums potentially reduced Inventory database not upgraded for 8 years The District has previously contracted with California Property Record Systems (CPRS) to provide the web based fixed asset management system, but the audit of assets has not been performed in at least 8 years. CPRS will perform the fixed asset audit to accomplish the following: A full wall to wall fixed asset inventory/audit of sites owned and operated by San Leandro Unified School District (8 elementary schools, 2 middle schools, 1.5 high school sites, continuing education, adult school, administration site, maintenance/operations). The San Leandro Water Polo team had their first meet at the new swimming pool, adding that while they didn't win it was a very good game. Trustee Katz-Lacabe attended the Back-To-School Night at Bancroft Middle School. He noticed and hoped that the District was not going to be keeping the water cooler located at the District Office, stating that drinking fountain water is regulated and bottle water is not. He also noticed that we were using Styrofoam cups. Trustee L?pez enjoyed the ribbon cutting ceremony of the new swim center, commenting on the wonderful collaborative effort. She had a delightful visit to Wilson Elementary School; however she expressed her disappointment and sadness regarding the condition of the play structure and the field (which is dying). She is hoping to continue to visit one or two schools each month. Trustee Rosato attended Back-To-School Night and had the opportunity to meet with the two host families of our foreign exchange students. He attended the training for the new digital equipment at the City Council Chambers. Last Saturday, September 28, one of the "herons of public education," Diane Ravitch, gave a presentation at Martin Luther King Middle School in Berkeley, on her new book "Reign of Error: The Hoax of the Privatization Movement and the Danger of America's Public Schools". This coming Saturday, October 5, the San Leandro Education Foundation is hosting a training for volunteers to pour beer at the "Sausage & Suds" Festival on Sunday, October 6. He applauded the dedication of the working collaboration between the classified and certificated employees. He also suggested visiting the sumdog.com site that offers free educational math games for every school in Alameda County. Trustee Prola attended Back-To-School Night with Trustees Toro and Rosato. She enjoyed the grand opening of the pool. She commented that it was nice to see all the energy at the recent teacher facilitator work session in preparation for the upcoming professional development day. This afternoon she attended SLTA's in-service for new teachers. Referring to an article regarding how much money schools are losing because of truancy, she asked that staff look into the District's truancy numbers. Dr. McLaughlin added that on Friday, October 4, there will be a district-wide professional development day. He acknowledged Dr. Rocetti and her team for organizing this big event, adding that the District teachers will be serving as session facilitators, as opposed to outside consultants, which will build a sustainable model for the future. Dr. Roscetti recognized and commented on the energy and talent of the almost forty teachers who participated in the facilitator training, adding that "it was a honor and a privilege to work and think with them and produce a collective product to bring to the rest of our teaching staff."
