Key points included: CABs do not count against tax rate limitations and allow school districts to fund their projects sooner rather than waiting for assessed value to rise or for bonds to be repaid CABs are far more expensive than standard bonds especially when they are repaid far into the future The Legislature has imposed limits on CABs that Reduces the maximum maturity CABs from 40 years to 25 years and limits a school district's repayment ration to no more than $4 in interest and principal for every $1 borrowed It further requires that bond deals give school districts an early repayment option for CABs with maturities longer than 10 years Solutions: Restructuring CAB debt by focusing on the callable CABs (the ones we can refinance) Result would enable the District to reduce the number of CABs and shorten the maturity of remaining CABs With Board direction, staff will begin the process and bring back a recommendation and contract with Dale Scott and Company for CAB restructuring bond services to the December 2, 2014, Board meeting.

Superintendent McLaughlin brought this item to the October 21, 2014, Board meeting for Board consideration. The Board tabled taking action until the November 18, 2014, giving the Superintendent and City Manager time to meet and further discuss the agreement. The Superintendent is bringing the COPS Grant back to the Board for consideration tonight. The COPS Grant will provide the district with 4 full time Student Resource Officers. The district contribution or match is roughly the cost of a first step police officer. The COPS Grant will pick up the remainder of the cost of the 4 officers (see attachments for details). The goal of the SRO's is primarily to take proactive steps in supporting our youth and the community and how they relate with the school system. Building this relationship with our local officers will provide our students the opportunities to reach out to law enforcement for solutions before they become problems. The cost of the SRO's in previous years was picked up through a grant awarded to the SLPD. The grant sunshines at the end of the 2013-2014 School Year. The district vetted the cost of supporting the SRO's through the Local Control Design Team and the team agreed to budget this cost for next year and 2 years out for a total of 3 years. Attached is the revised 2014 COPS Grant proposal, along with the attachments that were included in the October 26, 2014, Board meeting.

    Background Information
The District is currently using an outdated service request system software with very limited capacity. This system was implemented in 2002 and is in need of replacement. This program currently costs the district $500.00 per month. MC2 is a San Carlos, Ca. based management and communications company that offers maintenance management, custodial, and scheduling software designed especially for school and college use and has been in existence for over 30 years. The SPMMS (School Preventive Maintenance Management System) program will allow the District to: (1) document, plan, schedule and monitor maintenance work, (2) organize the flow of information, (3) provide management reports relating to backlogs, progress, problems, work status, material and labor costs, employee and accounting data, (4) perform scheduled preventive maintenance for buildings, grounds, vehicles and equipment. The program will be hosted by MC2 and they will be responsible for all backups and upgrades at the same cost as the current system with the exception of the first year set-up cost of $1,500.00. The applications will run on tablets as well as any computer with Internet access. SPMMS is currently being used at over forty K12 and community college districts throughout California.

    Background Information
On February 4, 2014, the Board of Education received a presentation from Philip J. Henderson, Attorney at Law, Orbach Huff Suarez & Henderson LLP, on the Lease-Leaseback (LLB) Construction Project Delivery Method Available per Education Code Section 17406, which the District will use to deliver some of the bond construction projects in 2014. At the 12/20/13 Board Meeting, the Board of Education approved the contract , in the amount of $5,965,516, with SunPower Corporation, for the Design and Construction, Operations & Maintenance Agreement and Performance Guarantee (Project #13-17) for Solar Projects at San Leandro High School and Bancroft Middle School. During the design, two major issues resulted in necessary changes to the layout conceptual design outlined in the original agreement. The original agreement included a solar array in the parking lot adjacent to San Leandro High School, which was formerly owned by PG&E. When the District acquired the property, PG&E maintained the right to the easement around their electrical towers. Based on safety issues and maintenance needs, PG&E denied the District permission to install permanent facilities on the easement. This necessitated relocating the panels on the high school roof while still maintaining the same level of energy generation. At Bancroft Middle School, the City of San Leandro?s tree ordinance restrictions made it necessary to find a new location in order to generate the same amount of energy needed for the anticipated cost savings. It was determined that the same (or slightly higher) energy generation could be realized by installing the solar at the San Leandro Adult School parking lot, with power supplied to Muir Middle School. This amendment reflects the solar installation layout change and adjusts the generation accordingly, increasing the generation and extending the completion dates, due to the changes.

    Minutes
Trustee Carey enjoyed the high school performance of A Midsummer Night's Dream . He was able to attend the Halloween Parade at Monroe Elementary School, noting that because of the rain, the parade was moved to the multipurpose room where the students marched across the stage in their costumes. He also attended Monroe's pancake breakfast, acknowledging Monroe Principal Jeannette McNeil for all she does for her students and families. The San Leandro Education Foundation's annual meeting, 7 p.m. at the main library. She toured one of the innovator classes at Muir. The Sports Foundation is looking at starting a Sports Foundation Hall of Fame. She attended the production of A Midsummer Night's Dream . Trustee Lopez thanked Trustee-elect Leo Sheridan for overseeing the Monroe pancake breakfast and congratulated both Leo and Evelyn Gonzalez for their successful bids for the school board. While Trustee Lopez said that she is very excited to be elected to the City Council, she is also sad that she will be leaving her roll as a Trustee. It has been a wonderful experience and she will continue to promote the school district in her new roll as a Councilmember. Due to the lateness of the hour, on a motion made by Trustee Katz-Lacabe and seconded by Trustee Prola, the Board extended the meeting to 10:45 p.m. by a 5-1 vote. Trustees Carey, James, Katz-Lacabe, Lopez, Prola voting yes, Trustee Rosato voting no. Trustee Katz-Lacabe attended A Midsummer Night's Dream . Regarding the COPS Grant, he felt that it wasn't the District's responsibility to pay for police. He agreed with comments made Larry Arnold earlier that the District can do a better job in showcasing the various accomplishments of our students, not only shop classes, but other programs as well. Trustee Katz-Lacabe offered kudos to those who have been elected to their offices. He also mentioned having the Board look into redistricting as a result of the 2010 census, and noted that per Board Policies, once Trustee Lopez gives her official notice of resignation, the Board has 60 days to decide to hold a special election or appoint a new member of the Board. Trustee James commented that it has been an honor to serve with Trustee Katz-Lacabe. He congratulated the newly elected members and concurred with Trustee Katz-Lacabe regarding displaying the accomplishments by our students. Superintendent McLaughlin congratulated Trustee Lopez on her election to the City Council, and acknowledged Trustee Katz-Lacabe, saying that he has helped him be a better Superintendent.
