    Rationale
Education Code Sections 60119 [as revised by Chapter 900, Statutes of 2004 and CCR, Title 5, Section 9531 (c)], requires the Board of Education to annually certify through a resolution as to whether each pupil in each school in the district has, or will have prior to the end of that fiscal year, sufficient textbooks or instructional materials, or both, in each subject, including English learners, in mathematics, science, laboratory science equipment for science laboratory classes in grades 9-12, foreign language, health classes, history-social science, and English/language arts, including the English language development component of an adopted program, consistent with the content and cycles or the curriculum frameworks adopted by the state board. If the Board of Education determines that there are insufficient textbooks or instructional materials, or both, the Board of Education shall provide information to classroom teachers and to the public, setting forth the reasons that each pupil does not have sufficient textbooks or instructional materials and take action to ensure that each pupil has sufficient textbooks or instructional materials, or both, within two months of the beginning of the school year in which the determination is made. This required public hearing informs parents and community about the compliance and statement of assurance for the pupil textbook and instructional materials sufficiency or insufficiency of instructional materials for the 2017-2018 school year and offers them the opportunity to address the Board regarding this matter.

    Recommended motion

Open a public hearing to inform the public that the SLUSD intends to reopen negotiations with the Teamsters/Trades bargaining unit for the 2017-18 school year to discuss salaries and benefits. This hearing will provide the public an opportunity to comment on these negotiations.

    Rationale

The proposals shall be presented at a public meeting of the public school employer and thereafter shall be public records. The purpose for this hearing is to inform the public that the San Leandro Unified School District intends to reopen negotiations with the Teamsters Union Local No.856/Alameda Building Trades Council for the 2017-18 school year based on the agreement reached with them during the 2016-17 school year. This agreement, which was approved by the SLUSD Board of Education in June 2017, included a clause that would allow either party to reopen negotiations for 2017-18 to discuss salaries and/or benefits if any other bargaining unit received a salary increase for the 2017-18 school year. Recently the SLUSD reached tentative agreements with the SLTA and CSEA for a 2.0% salary schedule increase for the 2017-18 school year.

  53. M.1.b Adopt Resolution 17-37 Proclaiming September 17-23, 2017, as Constitution Week Passed 📎 1

    Recommended motion

Adopt Resolution 17-37 Proclaiming September 17-23, 2017, as Constitution Week

    Rationale
September 17-23, 2017 marks the celebration of the 230th anniversary of the signing of the United States Constitution. The United States Constitution stands as a testament to the tenacity of Americans throughout history to maintain their liberties and freedoms and to ensure those unalienable rights to every American. The tradition of celebrating the Constitution was started by the Daughters of the American Revolution. In 1955, DAR petitioned Congress to set aside September 17-23 annually to be dedicated for the observance of Constitution Week. The resolution was later adopted by the US Congress and signed into public law on August 2, 1956, by President Dwight D. Eisenhower. The aims of the celebration are to: Emphasize citizen's responsibilities for protecting and defending the Constitution. Inform people that the Constitution is the basis for American's great heritage and the foundation for our way of life. Encourage the study of the historical events which led to the framing of the Constitution in September 1787. Constitution Week is a great time to learn more about this important document and celebrate the freedoms it gave us.

  55. M.2.a Ray Morgran Company Maintenance Agreement Passed 📎 1

    Recommended motion

Approve updated Ray Morgan Company Maintenance Agreement with two year extension.

    Rationale
Our district has an existing five year contract with Ray Morgan Company (RMC) to provide and service copiers and printers at all sites. Last spring, the Governing Board approved the purchase of all leased RMC equipment. The purchase results in the district only being responsible for the service portion of the contract, which represents a savings of about $250,000 per year. RMC has provided an updated contract to the district with a cost of $12,713.50 per month for service and repairs. The contract is adjusted annually based on copier and printer usage. As of June 1, 2017 there were 27 months remaining on the RMC contract. The current proposal extends the 27 months by an additional two years (total of 51 months) at the current rate for service. Because the equipment will be up to seven years old at the end of the term, this is a very good deal for the district.

    Rationale
Our district uses Laser Fiche software for both electronic document management as well as simplifying the hiring process. We have used Ray Morgan Company (RMC) to provide the Laser Fiche license for the past three years. The current contract with RMC expires in October. The district has been looking at other vendors who would be able to help us become more efficient and maximize the capabilities of Laser Fiche. ECS Imaging, Inc. is the vendor used by the City of San Leandro as well as several K-12 districts. ECS has provided the district with the attached quote which represents a $1,300 annual increase over the RMC contract. 59. M.3.b Revised Certificated Administrator Salary Schedule Establishing an Hourly Rate for Extra Work Passed 📎 1

    Recommended motion

Approve the hourly rate for administrators performing work outside of the scope of their regular assignments.

    Rationale
The SLUSD occasionally has the need for administrators to perform work that is outside of the scope of their regular assignments. For example, there are times when site administrators are asked to assist with implementing district initiatives during their summer break. Staff is recommending that the Board of Education approve a standard hourly rate for administrators performing this type of work.
