    Recommended motion

    Adopt Resolution 17-36 Gann Limit.

    Rationale
In November of 1979, the California electorate adopted Proposition 4, commonly called the Gann Amendment, which added Article XIII-B to the California Constitution. The set of provisions of that article established maximum tax appropriation limitations, commonly called “Gann Limits,” for public agencies, including school districts. The District must establish a revised Gann Limit report each fiscal year in accordance with the provisions of this article and applicable statutory law. Attached is the Gann Limit for the San Leandro Unified School District.

  42. L.4.a Network Cabinet / UPS E-Rate Project 2017 Passed 📎 2

    Recommended motion

Staff recommend the approval the purchasing of network cabinet and UPS.

    Rationale
In an effort to maximize our E-rate funding, we published an RFP for our school sites Network Cabinets and UPS power backups for our main cabinets. We identified several sites that would either require a cabinet replacement due to old infrastructure or improve our instructional spaces by deploying a better, soundproofing, network cabinet. Ultimately we came up with a total number of $62,696.96. According to 80% coverage by E-rate, it should cover $50,157.57 and SLUSD will be responsible for $12,539.39. The RFP does not reflect these numbers as we had to ask for all numbers for all sites at the time of publishing the RFP. At that time, we did not know completely what our needs were across the District and did not have an ample amount of time to research these requirements. Secondly, we did not want to spend money on technology that would not be required even though we are only paying 20 cents on the dollar. Moving forward, we will continue to evaluate our E-rate budget to see where we can spend the remaining dollars. The included spreadsheet shows E-Rate budget compared to RFP costs and then costs that pertain to equipment that is actually needed.
    Financial Impact
Total number of the project is $62,696.96. According to 80% coverage by e-rate, it should cover $50,157.57 and SLUSD will be responsible for $12,539.39.

  50. M.2.a 2016-2017 Unaudited Actuals SACS Report Passed 📎 2

    Recommended motion

    Approve Unaudited Actuals for 2016-17.

    Rationale
Introduction Each year, the district presents financial data to the Board of Education, the Alameda County Office of Education, and the California Department of Education that reflects the final results of the school district’s year end closing process. This financial information is the Unaudited Actuals of the district. Unaudited Actuals must be presented to the Board of Education by September 15 each year for consideration. The following is a summary of the highlights of the General Fund. Revenues Overall, the district ended the 2016-17 Fiscal Year with total General Fund combined revenue of $94,675,930, which was an increase of about $1.8 million from 2015-16. 2016-17 revenue includes $2,727,282 in STRS On-Behalf Pension contributions, which are not actually received by the district. Expenditures Overall, the district incurred total General Fund combined expenditures of $94,131,379. This represented an increase of about $4.1 million from 2015-16. Approximately 80% of General Fund expenditures were for salaries and benefits. Fund Balance The District's Ending Fund Balance increased by $703,869 in 2016-17, with a final balance of $6,579,218. The total is comprised of both Unrestricted and Restricted components. The Unrestricted balance decreased by $158,797 to $4,046,256. The Restricted balance increased by $862,765 to $2,532,961. The primary reason for the increase in Restricted Fund Balance is that the district moved moved its "Redevelopment Agency" revenue from a facilities fund to the General Fund to assist with cash flow needs throughout the year. The district has about $1.2 million in "excess" reserves, which are defined as any Unrestricted Ending Fund Balance above the 3% minimum. With the sunset of our parcel tax revenue, the District's current multi-year projection assumes about $400,000 in cuts for 2018-19 and $800,000 in cuts for 2019-20 in order to maintain the 3% reserve. These projections will be updated for First Interim to account for increases in enrollment.

  51. M.3 Human Resources
  52. M.3.a Volunteer Policy and Procedures

    Recommended motion

Take action to create a fee structure for volunteer fingerprint clearance costs.

    Rationale
In February 2017 the SLUSD Board of Education adopted changes to Board Policy and Administrative Regulation 1240 - Volunteer Assistance. The changes established clear guidelines for the different types of volunteers who may work in our district as well as the prerequisite requirements that are necessary to become a volunteer. One of the changes to these procedures is to require fingerprint clearance for regular or "Level 2" volunteers to help ensure student safety. Procedures to implement the revised policy have been created. Prior to implementing these changes, staff is asking the board to discuss options for possibly offsetting or waiving the cost to volunteers for receiving fingerprint clearance, which can be as high as $80. While this is a onetime cost and fingerprint clearance remains in place for as long as the volunteer wants to work in our district, this cost could be a deterrent to or present a financial hardship for some of our parents and community members. Some options for the board to consider include the following: *Covering the cost for all volunteers on an ongoing basis; *Covering the cost for 2017-18 only during our implementation year; *Covering the cost for 2017-18 and then allowing volunteers to apply for a waiver of fees for financial hardship; *Covering the cost of the "rolling fee," which is the fee charged by agencies to process fingerprint clearance (typically around $20). It is estimated that the cost to cover of fingerprint clearance for our volunteers during our implementation year would be approximately $20,000. This amount would drop significantly in subsequent years since only new volunteers to the district would need to have their prints cleared. Staff is requesting that the Board of Education take action to establish a fingerprint fee structure for volunteers so that this will be in place when the new procedures are officially implemented.
