    Recommended motion

Approve proposal from David Demographics for review and possible adjustment of trustee areas.

    Rationale
Following each decennial census, state education code requires that school districts which have designated trustee areas must review those areas and make any necessary adjustments to ensure compliance with the California Voting Rights Act (CVRA). The data from the 2020 Census that is required to analyze trustee areas is not expected to be released until Fall 2021, which is much later than normal due to COVID-19. Ed Code dictates that any required changes to areas be made by March 1, 2022. There are currently no waivers available to accommodate the shortened timeline, but there is some speculation that the state will be providing a six month extension. Attached to this item is is a memo from the Alameda County Office of Education that reviews this process and timeline. We are using David Demographics to prepare our updated student demographic study. The company has provided a proposal to also complete the required trustee area work to ensure CVRA compliance. The first portion of the contract is $7,500 to analyze the updated census data and determine if trustee areas are compliant with current laws. If necessary, the second portion of the contract is $12,500 and would include any work around updating trustee areas, including presentations at board meetings and public hearings.
