MYP requirement for schools is current year + two additional years This Second Interim MYP includes 2019-20, 2020-21, and 2021-22 For next year's budget (to presented this June), MYP will include 2020-21, 2021-22, and 2022-23 There us an increase of 50 students assumed for 2020-21 COLA of 2.29% applied to LCFF revenue, and some categorical programs in 2020-21 This year's one-time preschool funding of $612,000 reduced to $352,000 next year and ongoing (tentative) New SPED funding model brings in additional $850,000 through SELPA (Other Local Revenue). This does not include any negotiated salary increases, new positions, or additional programs Current MYP does not include any cuts but projects ending fund balance at absolute minimum of 3% in three years But next year's 2020-21 budget will require cuts to be included 3% minimum reserves and to retain positive certification. Staff is working to produce expense reduction plan totaling $1.5 million for 2020-21. With successful implementation of an expense reduction plan, we will look to additional relief from the May Revise to provide funding for negotiated salary increases We will then look to November election with "Full and Fair Funding" ballot initiative which could bring significant new revenue to the district in 2021-22 General Fund Multi-Year Projection (Restricted and Unrestricted) 2019-20 2020-21 2021-22 Revenue $111,725,858 $113,979,972 $116,322,454 Expenditures $113,378,934 $115,453,402 $117,194,409 Restricted Ending Balance $4,007,62 $3,466,622 $3,133,045 Unrestricted Ending Balance $4,986,637 $4,054,211 $3,515,833 Unrestricted Reserves 4.4% 3.5% 3.0% Does not include future negotiated salary increases Assumes increase of 50 students in 2020-21 and 95% attendance Assumes 2020-21 COLA of 2.29% Restricted Reserves are primarily facilities accounts for future use Next Steps We are watching attendance rates this spring. Increased absences would impact ADA and revenue estimates. The Governor will release his 2020-21 May Revise in two months, which will be followed by the School Services of California conference in Sacramento. 2020-21 Budget and LCAP will be presented for review and adoption in June.

Dr. Kevin Collins, Assistant Superintendent of Business Services, provided a bond issuance and refunding options presentation as follows: A refinancing analysis revealed interest rate history indicating interest rates have fallen to historic lows. A graph was displayed which reflected data reflecting maturity comparisons in 5 year, 10 year and 30 year increments. Another graph reflected projected tax rates during election years through 2044. The projected tax rates assumes 5% AV growth through 2021, 35% thereafter. The 2010A refunding bond not included. Refunding Opportunity for the 2010 Election, Series A Sale date - 5/10/2011 Original Principal $30,000,000 Outstanding Principal $28,000,000 Call date - 8/1/2021 Final Maturity - 8/1/2041 Types of Bond Refundings: Current Refunding must be within three months of call date Advance Refunding no longer available per Tax Cuts and Jobs Act of 2017 Taxable Refunding fewer rules, can be done at any time, but subject to higher interest rates Forward Refunding arranged with underwriter for future sale A graph was displayed reflecting interest rate comparison. Interest rates can be locked now with a tax-exempt forward refunding. Three categories: outstanding 2010 Series A bonds; current rates and forward rates. A refinancing summary provided date as follows: Bonds repaid six years faster over $13.7 million in taxpayer savings 2020 general obligation forward refunding bonds financing summary, which assumes market rates as of 2/27/2020: Refunded Principal $28,420,000 Refunded Bond Maturity Dates 2022-2041 Refunded Bond Maturity Dates 2021-2035 Avg. Interest Rate of Refunded Bonds 5.44% Avg. The average tax rate reduction of $2.72 per $100,000 of assessed value. For fiscal years 2021 through 2041 the totals are as follows: 2010 Election, Seria A $50,792,986 2021 Forward Refunding $37,021,293 Savings $13,771,693 Estimate Tax Rate Savings average - $2.72 - This assumes rates as of 2/27/2000 and 5.00% AV growth in 2021, 3.5% growth thereafter. Projected Tax rates - Tax rate projections after refinancing and planned 2016 Series D issuance - the projected tax rates This assumes 5.00% AV growth in 2021, 3.5% growth thereafter. 39. M.3 Union Representative Reports
    Minutes
Tom Morse, President of San Leandro Teachers Association, provided a report as follows: He expressed gratitude to board and administration for their hard work on the bond campaign. Tom provided a reminder that bargaining season is opening and we've been doing great work. He’s proud of the highly qualified teachers we're bringing in. He also contrasted that and the concerns for the charter school petition. In racing ahead of AB 1505 it appears as though the charter school petition is trying to skirt around the requirements for proper credentialing for teachers. This is something that needs to be deeply looked into. Their text asks for "flexibility with regard to non-core, non-college preparatory classes for their teacher credentialing". This is a deep concern.
