As part of the school reopening process, districts are required to submit reopening plans to the Alameda County Office of Education (ACOE) and the Alameda County Public Health Department (ACPHD). ACOE and ACPHD will review plans to ensure that districts have addressed all required elements. Rationale
Due to COVID-19, the state has paused the requirement for districts to produce a Local Control and Accountability Plan for 2020-21. Despite this pause, our district held 25 site based engagement meetings and 3 districtwide engagement meetings. For 2020-21, the state required districts to produce a Learning Continuity and Attendance Plan (LCP). San Leandro USD's plan was presented and a board meeting on September 29, 2020. As an additional requirement, districts must present an Local Control Funding Formula (LCFF) Budget Overview for Parents. 83. P.2.d Employee Premium Deduction Election Form Passed 📎 1

    Recommended motion

Approve the Premium Deduction Election Form for all employees.

    Rationale
District employees have the option of electing to have any benefits they sign up for (medical, dental, or vision) to be deducted from pay either on a pre-tax basis or on a post-tax basis. For the vast majority of employees, a pre-tax deduction is more advantageous and results in a lower tax burden with higher take home pay each month. But because of IRS rules, employers cannot set deductions to default to pre-tax. Rather, employees must actively choose the pre-tax option. The process for employees to sign up for pre-tax deductions has been to make a one-time appointment with our Section 125 Cafeteria Plan administrator, American Fidelity during the fall open enrollment window or when beginning work with the district. While most employees are now using the pre-tax option, we would like to make the process more convenient by introducing an election form as another option to working with American Fidelity. District staff has drafted the attached election form based on discussions with American Fidelity and review of other district forms. The current request is for the Governing Board to approve the use of this form going forward.

  84. P.2.e Ticketing Platform Change for SLUSD Arts Education Center Passed 📎 1

    Recommended motion

Approve contract with On The Stage for ticket sale fees for the SLUSD AEC.

    Rationale
When the theater first opened, the district contracted with a company called Vendini to sell tickets for our drama programs. This gave us the ability to accept credit cards for payment and to do online presales for the shows. Vendini charged a per-ticket fee to process these sales. Recently, Vendini was acquired by AudienceView and implemented a monthly service fee of $200 in addition to the per-ticket fee. This model does not make financial sense for our district and the Vendini account has been terminated and we began researching alternate ticketing companies. Staff identified On The Stage (OTS) as a company that meets the needs of the theater and drama productions while offering low service fees. On The Stage will give us the same functionality of being able to accept credit cards as a payment option and offer online presales. We will be able to import our email list that we have grown over the past 8 years to use for marketing. There is also social media integration included that will help expand our marketing efforts. In addition, On The Stage has live streaming capabilities on their platform. This could be useful to present a show without a live audience. On The Stage charges a per-ticket fee of $1.20. For credit card transactions, there is an additional charge of $0.30 + 4% of the ticket value. We will have the option to embed the fee into the ticket price, or to present it as a service fee to the patron. There is no monthly service fee to use the platform.

  95. P.4.e Approval of San Leandro Unified Perkins V Career Technical Education Advisory Committee Members for 2020-2021 Passed 📎 1

    Recommended motion

Staff recommends approval of San Leandro Unified Perkins V Career Technical Education Advisory Committee Members for 2020-2021.

    Rationale
The governing board of each school district participating in a Career Technical Education (CTE) program shall approve a CTE advisory committee to develop recommendations on the program and to provide a liaison between the district and potential employers. Each local educational agency (LEA) receiving Perkins V funds must involve parents, students, academic and CTE teachers, faculty, administrators, career guidance and academic counselors, representatives of tech prep consortia (if applicable), representatives of business and industry, labor organizations, representatives of special populations, and other interested individuals in the development, implementation, and evaluation of CTE programs. (20 U.S.C. § 2354 (b)(5).) The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) reauthorizes and updates the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). 96. P.4.f Single Plan for Student Achievement (SPSA) for schools in SLUSD for 2020-2021 Passed 📎 12

    Recommended motion

Staff recommends approval of Single Plan for Student Achievement (SPSA) for schools in SLUSD for 2020-2021.

    Rationale
The Single Plan for Student Achievement (SPSA) is a document that represents a school's cycle of continuous improvement of student achievement. The annual process of developing, reviewing, and updating the SPSA includes a comprehensive review of data and the development of actions necessary to achieve school goals. EC Section 64001 specifies that schools and districts that receive state and federal or other applicable funding through the district’s Consolidated Application (ConApp) process prepare a SPSA for any recipient school. SPSA specifics are also included in the Federal Program Monitoring process. The SPSA is used to meet planning requirements for Title I School wide Programs (SWP), Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI). California Education Code (EC) Section 64001 requires that a School Site Council (SSC) develop the SPSA. The SSC’s responsibilities include approving the plan, recommending it to the local governing board for approval, monitoring its implementation, and evaluating the effectiveness of the planned activities at least annually. Senate Bill (SB) 98 established that the Local Control and Accountability Plan (LCAP) and an annual update to the LCAP are not required for the 2020–21. The SPSA is a one-year plan that is intended to be developed and approved before or during the school year for which the plan is being implemented. Statute does not specify a timeline/deadline for when the development and approval of the SPSA must occur; this remains a local decision consistent with the needs of the school and local community. Attached are San Leandro Unified School District’s TK-12 SPSA’s for the 2020-2021 school year. School site principals have conducted work with their School Site Councils in order to create expenditure plans for the school year that are aligned to the goals, initiatives, and tactics in the district's 2017-2020 strategic action plan. Title I Schools: Garfield, Jefferson, Madison, McKinley, Monroe, Washington and Wilson Elementary Schools; Bancroft John Muir Middle Schools. Non Title I Schools: Roosevelt Elementary, San Leandro High and Lincoln High School. Jefferson Elementary and Lincoln High School are identified as ATSI (Additional Targeted Support and Improvement).
