  14. F PUBLIC TESTIMONY ON NON-AGENDA ITEMS
    Minutes
Louise Shaw, a teacher at Wilson Elementary, lives in San Leandro and her children attend Wilson Elementary, began with her appreciation regarding the District offering an enrichment summer school program. She had concerns regarding the enrollment process and made recommendations on how to make improvements to the process. Enrollment opened March 15 and as a teacher/parent she received no notification until she went to the 6th grade orientation at John Muir Middle School. A month later the parent facilitator at Wilson Elementary sent home notifications regarding summer school classes and enrollment information. Based on enrollment it appears that some schools were sent information earlier than other schools and she recommended that all families be notified at the same time. She also suggested shortening the window for enrollment since enrollment begins March 15 and notifications are not sent to parents until June 10th. By notifying parents earlier this would give them time to enroll their children in other activities, if they are not able to enroll in summer school. Speaking as a teacher, Ms. Shaw would like parent facilitators or other translators to contact the EPL 1's before classes open since they are the students with the most need. She would also like the summer school process to be streamlined and made clearer. Morgan Mack-Rose, on behalf of the board of directors for the San Leandro Educational Foundation thanked the District for welcoming them to the Juniper Annex building. They went from a smaller office space to a larger space. They are currently located in the area where the Food Services department was previously located and conference room 4. With eleven interns this larger space enables them to have the area needed to work with their interns. Ms. Mack-Rose gave a special thanks to Carol Alvarez and the Maintenance department for their assistance in getting them situated. She also thanked Rob Mangewala, Brian Feeley and his team for assisting them in setting up their technology needs as well as superintendent Mike McLaughlin for his leadership. Ms. Mack-Rose provided details regarding the San Francisco Pride parade and SLUSD entry. She provided details on the place and time to meet and also indicated that this information would be posted on Facebook. She hopes that there is a great representation as there has been in the past. This is the sixth year that SLUSD has participated in the parade and they are the only school district to participate. Morgan Mack-Rose announced that her daughter is also attending summer school. She also had the same concerns as Ms. Shaw regarding summer school enrollment. She hopes that the program continues to be offered and that certain students are targeted for this program and that they are given the opportunity to attend summer school.

    Minutes
There was no Recreations & Parks Commission report.
  16. H PRESENTATIONS
  17. H.1 Grounds and Maintenance Update 📎 1
    Speaker
    Aaron Kerrigan
    Rationale
Aaron Kerrigan, Director of Facility & Operations, will give an update on the Grounds and Maintenance department.
    Minutes
Aaron Kerrigan, Director of Facility and Operations, gave an update on the Grounds and Maintenance department. When he first arrived he wanted to identify the needs of the District and he used multiple methods. He assessed the needs of the custodial staffing by starting a staffing survey. There were also two different types of mythologies implemented, CASBO and ISSA standard formula for staffing plans. Based on the outcome of both results, it was determined that five more custodians are needed. Currently there is no funding to support the additional staffing needs for the department but it is good to have this plan in place. If there is more funding available in the future, hopefully the custodial staff could be increased. Mr. Kerrigan worked with Dr. John Thompson on a jobs task force creation for new positions within the Maintenance and Grounds department. There is no set formula to determine staffing needs for the Maintenance department and it is difficult to determine the needs of the department. He looked into the type of work that is being outsourced. One of the jobs that was looked at was the pool and maintenance of the pool. There was previously a position and a job description for this position in the District. The savings from not outsourcing and hiring a new position in the District is almost a zero net cost. He is recommending to move forward with this new position. Currently there is a part time utility position and with the addition of Burrell field there was never any additional staffing provided when it was built. He is recommending to move forward on making this position full time. Aaron Kerrigan also reported on the different projects and trainings his staff has been receiving. Mr. Kerrigan gave an update on the Maintenance department. There have been lots of issues with the old vehicles which are constantly breaking down. A new van was purchased for mail delivery as well as new equipment. The maintenance warehouse has been cleaned and painted. He has been looking into leasing vehicles which is about the same price as replacing the old vehicles with new ones. If the District was to lease vehicles a maintenance agreement would be included. This would be a savings to the district since the department would no longer maintain any of the vehicles. Additional information regarding leasing vehicles will be presented at a future meeting. Aaron Kerrigan presented information on the Grounds department. New equipment has been purchased and water conservation has been implemented. Last year a presentation was made to the Board regarding water conservation and there has been a savings of $200,000 over the past year and a half.

    Rationale
A service provided by the California School Boards Association is to provide school districts with recommended updates to school board policies. 66. M.1.f Memorandum of Understanding for Interdistrict Transfer Permits for the 2016-2017 through 2020-2021 School Years Passed 📎 2

    Recommended motion

Approve the Memorandum of Understanding for Interdistrict Permits

    Rationale
Each year the Board of Education enters into inter-district agreements with school districts in the surrounding areas. These agreements allow students to attend school in a district other than the district of residence. Although the reasons for requests for inter-district transfers are varied, most requests are made for special programs, childcare or guidance reasons. Current law provides that the district of attendance shall claim the average daily attendance for apportionment and revenue limit purposes.

  68. M.2.a Special Education Transportation Passed

    Recommended motion

Authorize the Superintendent and Assistant Superintendent of Business to negotiate and execute a special education transportation contract with First Student and ALC over the summer and bring it to the board for ratification.

    Rationale
The Durham transportation contract expires on 31 August 2016. Fremont USD withdrew from the SELPA transportation consortium in 2015 precipitating the collapse of the consortium. San Leandro and San Lorenzo were left on our own. An RFP was issued in the winter with no usable responses. In the last few weeks, First Student and ALC (van operator) have expressed interest in providing service to both districts in partnership. Because of a driver and equipment shortage, it has been difficult for both companies to firm up contracts. Staff will be negotiating and planning well beyond June 21st to get an agreement in place including pricing and scheduling.

  69. M.2.b Adoption of the 2016-2017 Budget Passed 📎 2

    Recommended motion

    Adopt the 2016-2017 Budget.

    Rationale
Education Code requires each school district to adopt an annual budget. San Leandro's budget is attached in state required format. Key Points: The budget is balanced for this year. Budget Adjustments are required in out years. ADA declined 20 this year and is projected to decline for the next two years. Revenue Growth is slowing. STRS and PERS retirement payments are taking a larger share of budget each year to improve the fiscal condition of the retirement systems. Special Education transportation costs grow from $1 million to $1.4 million. Budget assumptions used to build the budget: Revenue 1. LCFF-FCMAT LCFF calculator is source of LCFF Revenue Calculation. •Zero COLA for 2016-17 • ADA declined by 20 in 2015-16, •ADA is projected to decline 46 in 2016-17 and 43 in 2017-18 and 41 in 2018-19 • 2016-17 One time dollars= $2.2 million • 2017-19 No one time dollars are projected 2. LCFF budgeted Supplemental Concentration dollars decline by approximately $1.1 Million over two years (2015-2017) due to over counting of disadvantaged children. This error has been corrected. 3. Budget adjustments of $1.6 million are assumed for 2017-18. Expense 1. Certificated salaries - No FTE reduction in budget year 1.5% step and column expense increase each out year. 2. Classified salaries - No FTE reduction in budget year 1.5% step and column expense increase each out year 3. Benefits Increase - STRS/PERS show large increases as mandated by state. 4. Decreases in non salary accounts due to decrease in one time dollars.

  70. M.3 Human Resources
  71. M.3.a Revision of Middle and High School Athletic Stipends Passed 📎 2

    Recommended motion

Approve the recommendations for athletic stipends.

    Rationale
The district athletic director has reviewed the stipends offered to athletic coaches in the SLUSD and compared them to comparable stipends in similar districts. Approval of this item will realign the SLUSD stipends with similar districts and establish a standard for the number of these stipends offered as well as the compensation for these stipends. Compensation for athletic stipends for SLTA members is dictated by the district's collective bargaining agreement with SLTA, and approval of this item will not affect the payment of these stipends to SLTA members.

  72. M.3.b Recommendations from the SLUSD and Teamster/Trades Joint Task Force Passed 📎 1

    Recommended motion

Approve the recommendations of the SLUSD-Teamster/Trades joint task force.

    Rationale
During reopener negotiations for the 2015-16 school year, the Teamsters Union Local No. 856 and Alameda Building Trades Council reached a side letter of agreement with the district to form a joint task force to review workloads across the district including tasks and money spent on contracted services for work that could reasonably fall within the Teamster/Trades bargaining unit. In this side letter, the district agreed to add two positions to this bargaining unit and make recommendations to the Board of Education prior to July 1 about these positions. The task force met four times and has reached agreement to recommend the following: 1. To add one Head Custodian III position that would be assigned to the Maintenance and Operations Department. This position would oversee all pool operations, the new athletic facilities at SLHS and Burrell Field, and assist with the general cleaning at other facilities across the district as needed. 2. To increase a 0.65 FTE Utility position to a 1.0 FTE position. The increase in hours of this position would be used to assist in the maintenance of our new athletic facilities across the district including the sanitation of our artificial turf fields, and to assist with the grounds maintenance needs across the district. The task force will continue to meet to review the needs and workloads of Trades positions and make further recommendations to the Board of Education in September 2016.
    Actions
Motion Approve the recommendations of the SLUSD-Teamster/Trades joint task force. Passed with a motion by Lance James and a second by Evelyn Gonzalez. | Vote: Yes Evelyn Gonzalez .; Yes Lance James .; Yes Diana Prola .; Yes Vince Rosato .; Yes Leo Sheridan .; Yes Monique Tate .; Yes Ashley Vo .
    Financial Impact
Currently the district contracts out the maintenance tasks for the pool at SLHS. In addition, significant overtime or compensatory time is necessary for our Utility employees to maintain the district's grounds and facilities. It is anticipated that the cost of adding the Head Custodian III position and increasing the 0.65 Utility position to a 1.0 FTE position will be offset by reduced overtime/compensatory time and the reduction or elimination of contracted services for pool maintenance.

  73. M.3.c Food Services Department Reorganization Passed 📎 1

    Recommended motion

Approve the Food and Nutrition Services Department reorganization.

    Rationale
The director of food services is recommending a reorganization of the SLUSD Food and Nutrition Services Department that would reclassify hours from vacant nutrition assistant positions (Range 27) to the nutrition technician job classification (Range 33). These hours would then be redistributed to ensure that each elementary school has one five hour nutrition technician position. No active employees would be negatively impacted by this change. The California School Employees' Association (CSEA) represents these employees and a tentative memorandum of understanding agreement has been reached with CSEA supporting this reorganization. In addition, the district wants increase the use of the Food and Nutrition Services Department for "in house" catering and event planning needs. The goal is to have this department provide all of the food served during professional development meetings, district and site meetings, and any other events where food is typically provided. To do this, the department will need to add the following: 1. A 5.0 hour per day, 10 month per year Nutrition Technician position. 2. A 7.5 hour per day, 10 or 12 month (to be determined) Office Specialist position. 3. To reclassify the Director of Food and Nutrition Services position from a Range 21 to a Range 10 to account for the increased workload and level of responsibility. Approval of this item would authorize staff to move forward with this reorganization.
    Actions
Motion Approve the Food and Nutrition Services Department reorganization. Passed with a motion by Monique Tate and a second by Lance James. | Vote: Yes Evelyn Gonzalez .; Yes Lance James .; Yes Diana Prola .; Yes Vince Rosato .; Yes Leo Sheridan .; Yes Monique Tate .; Yes Ashley Vo .
    Financial Impact
This reorganization will have little or no impact on the district's general fund. The Food and Nutrition Services Department will fund the reclassification of positions. Any additional costs will be covered by the Food and Nutrition Services Department budget, funds already designated for professional development purposes, and/or offset by reducing or eliminating the money used to contract out catering services.
